BACKGROUND <br /> State Assembly Bill 3229 signed by the governor on July 12th, 1996 added section <br /> 30061 of the Government Code establishing a statewide fund for allocation to local <br /> police agencies, referred to as the Citizens' Options for Public Safety Program. As <br /> required by the bill, the County of Alameda has established a Supplemental Law <br /> Enforcement Services Fund and has established a committee to oversee and review the <br /> annual expenditures by local agencies from this fund. The funds are allocated to our <br /> City based on population. For COPS Year 17, the City of Pleasanton has received an <br /> allocation of$125,131 (including interest). <br /> Recommended Expenditures: <br /> As in prior years, input was solicited from members of the Police Department and <br /> submissions were reviewed by the department's Command Staff. As a result of this <br /> process, the Police Department recommends expenditures for the following items, which <br /> support front line law enforcement functions and serve to enhance public safety. The <br /> sum total of this list of expenditures is equal to $123,200 and is within the total funding <br /> allocation of COPS Year 17, a roll-over sum from COPS Year 15, and accrued interest. <br /> • Wireless Remote Target System $4,000 <br /> This system is a remote controlled moving targeting system which utilizes a 3D <br /> mannequin. It can be operated on both paved and unimproved off-range sites and can <br /> be used with pistols, rifles, Tasers, and other Less-Lethal training scenarios. This <br /> system will permit staff to improve their judgment, reaction time, and overall ability to <br /> survive an armed encounter. <br /> • Ballistic Body Armor for Police Volunteers $12,000 <br /> Volunteers for the Pleasanton Police Department perform a variety of functions in the <br /> field and at special events. It is not uncommon for Police Volunteers to have contact <br /> with irate individuals when issuing parking tickets, or occasionally encountering <br /> situations of violence. The purchase of ballistic body armor is intended to provide an <br /> additional layer of protection and security for the Volunteers. <br /> • Exterior Storage Lockers $10,900 <br /> In recent years available space in department issued lockers has become insufficient <br /> given the increased volume of both personal and departmental issued equipment. The <br /> addition of exterior lockers will permit personnel to store large patrol bags and other <br /> equipment, thus freeing up space in the traditional lockers for storage of other less <br /> frequently used items. <br /> • Perishable Skills Training Package $4,800 <br /> The Police Department is mandated by P.O.S.T. to provide Arrest and Control training <br /> at least every other year. This training is traditionally done with a partner and subjects <br /> personnel to numerous control holds, takedowns, handcuffing techniques, and <br /> sometimes impact weapons strikes, with this there is always the potential for injury. <br /> Page 2 of 5 <br />
