First:dr non Proposal <br /> Proposed Project Team <br /> Project Director <br /> Mary Bean,AICP,A former County planner from Santa Barbara, Mary Bean has more than 20 years of <br /> experience in land use planning,in both the public and private sectors. She specializes in finding ways to <br /> streamline the environmental process,by carefully scrutinizing projects and tailoring analyses to produce <br /> concise and defensible documents. Her projects range from commercial and residential infill;large-scale <br /> subdivisions and mixed-use developments;public facilities such as hospitals and fire stations;transportation, <br /> transit,and heavy rail corridors;data centers;and annexations. Her depth of experience allows her to be <br /> particularly effective in strategizing with clients about the most efficient approach to CEQA and/or NEPA <br /> clearance at the local,state,and national levels. <br /> Mary is a member of several professional planning organizations,including American Planning Association, <br /> Association of Environmental Professionals,Women's Transportation Seminar,and the Urban Land Institute. <br /> By invitation she serves on panels to educate and inform planners about the ever changing landscape of CEQA <br /> regulations. She has prepared a wide range <br /> of planning and environmental impact analysis documents for local jurisdictions in Northern California. Janna <br /> has worked on Environmental Impact Reports, Initial Studies, Mitigated Negative Declarations,and Mitigation <br /> Monitoring and Reporting Programs. Janna has completed CEQA documentation for residential,commercial, <br /> retail,and industrial projects;with extensive work on constraints analyses,environmental justice issues, <br /> farmland conversation,transportation and circulation,and visual impacts(aesthetics). Janna also offers <br /> expansive experience in Geographic Information Systems and graphic applications which allows her to <br /> understand and articulate complex spatial concepts. Janna joined FCS in 2008. She holds a Master of Arts in <br /> Geography with Distinction from California State University at Chico and also holds a Bachelor's degree in <br /> Geography from California State University at Chico. <br /> Availability:50% <br /> Billing Rate:$120/hr <br /> Grant Gruber possesses expertise in the various economic and public policy aspects of planning and <br /> environmental review. With more than eight years professional experience,his work experience includes the <br /> preparation of Environmental Impact Reports, Mitigated Negative Declarations, Initial Studies,and <br /> Environmental Assessments. Grant joined FCS in 2005 and has worked on variety of projects, including <br /> programmatic land use plans,large format retail projects,mixed-use projects,and public infrastructure <br /> projects. His areas of emphasis include land use,agricultural resources,aesthetic and visual analysis,traffic <br /> and circulation,public services and utilities,hazards,and urban decay. Grant majored in Environmental <br /> Sciences and earned his Bachelor's degree from the University of California Riverside.
