BACKGROUND <br /> On April 16, 2013, City Council awarded the construction contract to A-1 Septic Tank <br /> Services, Inc. in the amount of $79,500. The City Council also authorized the Director <br /> of Community Development to approve and execute required contract change orders to <br /> address unanticipated project conditions for a not-to-exceed amount of $7,950. Other <br /> project expenditures were authorized by Council that allowed for a project total budget <br /> of $95,090. <br /> DISCUSSION <br /> The new trail replaces the former parallel trail which was losing its northern edge due to <br /> soil erosion into the adjacent creek. The former trail was an established route to school <br /> for children attending Hearst Elementary and Pleasanton Middle School on Case <br /> Avenue. The asphalt concrete surfacing on the former trail was also removed and the <br /> base material scarified returning it to its natural state. The former trail has been <br /> abandoned with gates installed on both ends for future maintenance access to the <br /> creek. <br /> There were three construction change orders issued for the project resulting in a net <br /> increase of $4,657.16, which is approximately 6% of the original contract amount. <br /> Change orders included: an additional quantity of aggregate base needed to fill in the <br /> voids created by the removed trees and the wider base provided for the asphalt trail; the <br /> installation of chain link gates in lieu of fences at both ends of the existing abandoned <br /> trail; and the balancing change order for the original line items. <br /> Total project expenditures are $88,275 (see Attachment 1 for Funding and Expenditure <br /> Summary). A total of $24,225 is remaining in the CIP project budget. Staff recommends <br /> recommends this balance be returned to the Measure B (Bike & Pedestrian) Fund <br /> balance. <br /> All of the contract work has been completed to the City's satisfaction.
