BACKGROUND <br /> Tracts 8004 and 8023 are the first two phases of this residential subdivision constructed <br /> by Ponderosa Homes. The property is located on the north side of the City Operations <br /> Services Center, as shown on the attached vicinity map. <br /> On April 15, 2009, the Planning Commission approved an application by Ponderosa <br /> Homes for a Vesting Tentative Map to subdivide an approximately 23 acre site located <br /> off Bradford Way (previously known as Reimers Drive) into 110 single family home lots, <br /> plus three common area parcels. <br /> Phase I and Phase II of the proposed development have been constructed, including 3 <br /> lots in Tract 8004, 40 lots in Tract 8023, the cul-de-sac serving the initial three lots <br /> (Bradford Court), the extension of the entrance street (Bradford Way), Newport Street, <br /> Dorset Court, Bingham Court and Bingham Street. <br /> DISCUSSION <br /> Improvements <br /> Tracts 8004 and 8023 have constructed all private streets, and the private storm drain, <br /> public water and public sewer systems. <br /> Bradford Court is currently being used for model homes. The developer has deposited a <br /> cash bond to ensure the future removal of the existing model home fence and the <br /> restoration of the street. <br /> All of the streets, street lights and storm drain systems (including the hydromodification <br /> system) within the development are private and will be maintained by the Home <br /> Owners' Association (HOA). <br /> Upon acceptance of this project, the sanitary sewer and the water systems within the <br /> development will be maintained and operated by the City. <br /> Retaining Walls / Sound Walls <br /> The retaining walls and sound walls along the project perimeter were constructed within <br /> the tract boundary with project mass grading work. The structure of the wall will be <br /> maintained by the HOA, whereas interior surfaces of the walls shall be maintained by <br /> the respective property owners which could be individual lot owners, the HOA, or the <br /> City. Upon acceptance of this project the interior surfaces of the walls facing the City <br /> Operations Services Center will be maintained by the City. <br /> Trail Connection: <br /> An eight-foot wide unpaved trail has been graded adjacent to the northern boundary of <br /> this development. The developer, Ponderosa Homes, is coordinating remaining work <br /> with existing residences of this development, Zone 7 and City staff. <br /> Page 2 of 3 <br />
