THE CITY OF <br /> t"' °' "' CITY COUNCIL AGENDA REPORT <br /> pL EASANTON® <br /> October 22, 2013 <br /> Assistant City Manager <br /> TITLE: JOINT WORKSHOP WITH THE HOUSING COMMISSION TO DISCUSS <br /> THE LOWER INCOME HOUSING FEE STUDY <br /> SUMMARY <br /> At your meeting of November 20, 2012, the City Council approved an agreement with <br /> Economic & Planning Systems, Inc. (EPS) to prepare a Lower Income Housing Fee <br /> Study. The study includes both an analysis of a supportable City lower income housing <br /> fee and a development feasibility analysis concerning the impact a fee adjustment could <br /> have on local development. The draft reports are complete and EPS will provide an <br /> overview of its findings at this workshop. As presented, the overall study is separated in <br /> the following four documents hereinafter referred to as the "Report:" <br /> . Nexus- Based Affordable Housing Fee Analysis for Rental Housing; <br /> . Nexus- Based Affordable Housing Fee Analysis for For-Sale Housing; <br /> • Nonresidential Development Housing Linkage Fee Nexus Study; <br /> . Nexus-Housing Fee Survey and Development Feasibility Considerations. <br /> In addition to reviewing the Report, staff is recommending the City Council and Housing <br /> Commission provide staff with direction regarding an appropriate lower income housing <br /> fee adjustment, if any. If the direction is to make a fee adjustment, staff will prepare the <br /> appropriate material and present it at a future City Council meeting. If the direction is no <br /> fee adjustment, staff will continue processing new development with the existing fee. <br /> RECOMMENDATION <br /> 1. Accept the Report and its fee methodology. <br /> 2. Continue to apply the City's Lower Income Housing Fee in the categories of single <br /> family homes greater than 1,500 square feet, single family homes less than 1,500 <br /> square feet, multi-family homes and commercial. <br /> 3. Select one of the four fee options detailed in this report, or an alternative option. If <br /> either Option 3 or 4, or an alternative option, is selected that results in a fee <br /> adjustment, direct staff to prepare the appropriate information for review and approval <br /> at a future City Council meeting. If either Option 1 or 2 are selected, then no further <br /> action is required. <br /> FINANCIAL STATEMENT <br /> The potential financial impacts are outlined in this report. <br />
