She stated that much of <br /> the project is maintenance, not restoration. She asked if restoration funds could be used. She <br /> prefers wooden bridges. She commented on the removal of the invasive species, how to <br /> ensure that all bridges have matching railings, and which option would address these issues. <br /> Mr. Wilson commented on option 2, and stated that the railings could be changed to <br /> match the others. <br /> Ms. McGovern asked about the culverts and water flow, and asked about the need for a <br /> 10-foot bridge. <br /> Mr. Wilson described the process of water flow with the culvert versus the bridge. He <br /> stated that the issue is about restoration, not water flow. <br /> Ms. McGovern asked about flooding culverts due to plugs. <br /> Mr. Thorne stated that he had struggled with the project. He stated that people from the <br /> neighborhood have worked hard, but Council may have created expectations, He noted that the <br /> objectives seem to have changed over time and the changes are what the City has asked to be <br /> included. <br /> Mr.Wilson commented on the scope of work, the project changes, and the bridges. <br /> Mr.Thorne stated that he does not support the motion. <br /> Mayor Hosterman provided some history on the project. She noted the early concern <br /> about expertise and asked staff to get a bid for someone who knew this type of project. She <br /> stated that there is now a good plan and a good project. She thinks the culverts need to come <br /> out and supports full restoration. She questioned the need for steel bridges and suggested that <br /> perhaps staff could use equipment that is not as heavy. <br /> Mr. Wilson commented on the size of the lower bridge, the use of steel for maintenance, <br /> and the aesthetics of the bridge. <br /> Mayor Hosterman stated that the project is important, the creek will be an outdoor <br /> classroom and that she supports completing the full project. <br /> Mr. Brozosky asked if culverts were removed, would debris now go further down stream, <br /> rather than stopping at the culverts. <br /> Mr. Wilson responded that he believes the meandering feature will provide for debris <br /> settling on the banks.
