However, I <br /> have reviewed the new East Pleasanton Specific Plan Options, and offer the following <br /> comments, analysis, and concerns for your consideration. <br /> Clearly,the Task Force must evaluate the feasibility of each Option in a number of dimensions. <br /> You will be discussing a number of these areas such as infrastructure financing, water <br /> availability, and fiscal impacts.However,there is no staff analysis of how the various Options <br /> impact Pleasanton's current workforce housing deficits or future workforce housing needs. <br /> This seems quite remarkable, especially considering that the City would probably not have <br /> convened the EPSPTF to take up development in East Pleasanton at this time except for the <br /> immediate need to address Pleasanton's fair share of regional housing needs(RHNA)and the <br /> carbon emissions resulting from our workforce housing deficit. <br /> Analyzing each of the Options from this perspective shows that NONE of the Options self <br /> mitigate the housing need generated by new residential and commercial development. ALL of <br /> the Options would significantly increase Pleasanton's future affordable housing requirements. <br /> Applying the metrics for calculating affordable housing need as a result of new market rate <br /> residential development that are proposed in the most recent draft of a nexus study submitted to <br /> the Housing Commission, combined with adjusted commercial development data(for new <br /> Option square footage)CCC previously submitted to you, shows that each Option choice <br /> generates a significant and unmitigated need for Below Market Rate(BMR)housing for <br /> employees earning below 80%of the Area Median Income(AMI). (Worksheets available upon <br /> request.) <br />
