Section 2. This ordinance shall take effect immediately, pursuant <br /> to Government Code §36937(b). The facts constituting the urgency <br /> are: The applicants subject to the November 14, 1978. Council <br /> action would be materially injured, if not permitted to partici- <br /> pate in this year's Residential Allocation Program application. <br /> However, to delay the Residential Allocation Program <br /> hearing further, to provide for the normal adoption process of <br /> ordinances~would unfairly injure the City and the other applicants <br /> under the Residential Allocation Program in that (i) the developers <br /> need the certainty of knowing they will be able to develop so that <br /> they will have time to process other required governmental approvals, <br /> secure financing and sign up contractors and sub-contractors, prior <br /> to the commencement of the construction season; (ii) the City needs <br /> sufficient lead time to prepare for the developments and to coordi- <br /> nate such development with the City's capital improvement program, <br /> commencing in January, 1979; and (iii) there exists in the City of <br /> Pleasanton a low vacancy rate which should be remedied as soon as <br /> possible; Residential Allocation Program delay would extend the <br /> period of such housing shortage. <br /> <br /> Section 3.
