Vice-Mayor Cook-Kallio disclosed that she met with the development team on several occasions <br /> regarding the project. She said she was very pleased with how the applicant conducted neighborhood <br /> outreach and responded to the concerns expressed by the community. She moved to approve the staff <br /> recommendation. Narum second. <br /> MOTION: It was m/s by Cook-Kallio/Narum to approve the staff recommendation, as amended. <br /> Mayor Thorne said he was also very pleased with the applicant's outreach efforts, noting that they had <br /> successfully overcome strong objections from the community. He indicated his full support of the staff <br /> recommendation. He said he was very pleased to see the applicant provide significantly more parking <br /> spaces than is required. He agreed that while noise is an issue, sound walls are generally ineffective <br /> and aesthetically displeasing and felt that the measures to protect the interior of the units and <br /> recreational space more than mitigated any noise that might come from the freeway. <br /> Councilmember Narum agreed that the applicant had made a remarkable effort in overcoming the <br /> concerns of the community. She appreciated the respect given to existing views of the ridge and said <br /> she particularly liked the trail component, architecture, feathering of buildings, and affordability <br /> structure. She agreed that the impact on schools is a concern and hoped that the Council could, <br /> through its liaison meetings, work with the district to achieve some level of improvement. <br /> Councilmember Brown disclosed that she met with the applicant on several occasions. She again <br /> thanked the applicant for the donation of 300 acres to Bernal Park and the green building measures. <br /> She also reiterated her concerns regarding noise and hoped the developer would be vigilant in <br /> monitoring noise levels. She said she liked the amount of open space offered by the project as well as <br /> its proximity to the park and expressed her support. <br /> Councilmember Pentin concurred with most of the previous comments, commended the applicant on a <br /> wonderful project and said he looked forward to seeing it developed. <br /> MOTION: It was m/s by Cook-Kallio/Narum to introduce and waive first reading of Ordinance No. <br /> 2078 approving a Planned Unit Development (PUD) Development Plan to construct 210 apartment <br /> units, 97 single-family detached units, and related on- and off-site improvements on an approximately <br /> 26.72-acre site located at 1600 Valley Avenue (south side of the Pleasanton Gateway Shopping <br /> Center); (2) introduce and waive first reading of Ordinance No. 2079 approving a Development <br /> Agreement; (3) waive full reading and adopt Resolution No. 13-638 approving an Affordable Housing <br /> Agreement; and (4) waive full reading and adopt Resolution No. 13-639 approving a Growth <br /> Management Agreement as filed under Case No. PUD-9 <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> BREAK <br /> Mayor Thorne called a brief recess at 8:52 p.m. and reconvened the regular meeting at 9:00 p.m. <br /> 15. Presentation on the Background Report for an update to the City's Economic Development <br /> Strategic Plan <br /> Economic Development Director Pamela Ott introduced the Economic Development Strategic Plan <br /> update as well as consultants Sujata Srivastava and Derek Braun of Strategic Economics. Recognizing <br /> that the current strategic plan was approved in early 2007, prior to the recent recession, the Council <br /> assigned the update to its work plan for this fiscal year. The background report being presented tonight <br /> incorporates the findings of a review and analysis of citywide demographic and employment patterns, <br /> City Council Minutes Page 7 of 12 September 3, 2013 <br />
