The City Council should recognize that Hacienda Business Park, as a result of the high numbers
of workers and its proximity to BART, is the primary driver of housing allocations to Pleasanton under
RHNA. Exempting recent planned residential development in the business park from the business park's
developable square footage in the park would certainly have resulted in increased housing allocations to
Pleasanton under the current RHNA methodology if the developable footage was built out.
It is reasonable and prudent to expect that the RHNA methodology in the future will not depart
significantly from current methodology and certainly the goals under SCS will be the same. It would be
irresponsible for the City Council to blindly exempt residential square footage from the total developable
square footage in Hacienda Business Park without a detailed consideration of the potential effect on
Pleasanton's future RHNA from the business park's developable square footage at build out.The City
Council should work with the Hacienda Business Park the balance the park's evolution with Pleasanton's
requirements to accommodate appropriate housing for workers there.
I urge the City Council to vote no on Ordinance 2081 or modify the ordinance to the extent that
the ordinance only complies with present agreements for the California Center Project.
Respectfully yours,
IC '
Matt Morrison
2 of 2
