PLANNING COMMISSION ACTION <br />The Planning Commission voted 4 -1 to support the proposal with an edit to the working <br />in Exhibit A. Supportive comments related to the existing infrastructure and circulation <br />capacity and ongoing competitiveness of Hacienda in the regional market. <br />Commissioner O'Connor recused himself due to his property interests in Hacienda. <br />Commissioner Allen did not support the proposal, stating concerns about community <br />values relating to growth. She also felt that allowing both the residential projects and <br />retaining the office square footage was giving away too much without the community <br />receiving anything in return. She stated that she would support the exemption of <br />residential on the California Center and possibly the BART site as they helped address <br />the Regional Housing Numbers Assessment (RHNA) but did not have any approved <br />office capacity to give up. Commission Allen also asked that, if the Commission were <br />inclined to recommend approval, the last six words — "and BART stations and related <br />facilities" — be removed from Condition No. 1 of Exhibit A as this is from the old <br />ordinance and reflects the situation before the BART station was built. The other <br />Commissioners agreed, and the removal of these words was part of the Commission's <br />recommendation. <br />RECOMMENDATION <br />1. Find that the proposed modification to the PUDs are consistent with the General <br />Plan; and <br />2. Introduce the attached draft ordinance approving Case PUD- 85- 08 -55M and <br />PUD- 81- 30 -27M, subject to the Draft Conditions of Approval listed in Exhibit A, and <br />amending Condition of Approval No. 2.D. of Ordinance No. 1596 to exclude the <br />seven sites shown on Exhibit B from the calculation of the total gross floor area <br />within Hacienda Business Park. <br />FINANCIAL STATEMENT <br />The development of Hacienda Business Park has been accompanied by an extensive <br />amount of public improvements paid for by Hacienda Business Park through the North <br />Pleasanton Improvement District (NPID). While the proposed modification would not <br />increase the approximately 9,800,000- square -foot development cap in Hacienda, it <br />would allow approximately 900,000 square feet more office development to be <br />potentially constructed on the non - residential sites that have the capacity to <br />accommodate the additional square footage while still meeting the other PUD <br />regulations (i.e., floor area ratio [FAR] limits, setbacks, height limits, parking <br />requirements, etc.). The developers of these non - residential properties would be <br />responsible to pay the applicable development impact fees, and the projects would be <br />expected to generate revenues, via increases in property and sales taxes, to cover the <br />costs of City services such as such as police, fire, etc. <br />BACKGROUND <br />The City Council has, over the last three years, approved residential development in <br />Hacienda Business Park (Hacienda) on seven sites (Exhibit B).
