Mr. Steven Bocian, Assistant City Manager August 22, 2013 Lingbo Liu, Manager Ms. Liu is a Manager with Crowe. Ms. Liu has five years of professional consulting experience. She has a Masters degree in Economics from California State University, Sacramento. Ms. Liu also has a Bachelor's degree in Finance from the Shanghai University of Engineering Science. Ms. Liu specializes in cost studies, financial analyses, market research, and rate and rate structure analyses. She has expertise in statistical analysis, econometric modeling, multi- regression analysis, forecasting, and trend analysis. She recently has conducted refuse collection rate reviews for the City of Martinez, City of Vallejo, City of Victorville, Yuba -Sutter Regional Waste Management Authority, Contra Costa County, and El Dorado County. As part of recent studies, she has reviewed the revenues, costs, and profits of the following waste management companies: Allied Waste Services, Amador Disposal Service, American River Disposal Service, Crockett Garbage Service, El Dorado Disposal Services, Richmond Sanitary Service, Sierra Disposal Service, South Tahoe Refuse Company, Tahoe - Truckee Sierra Disposal, Recology Yuba - Sutter, and Recology Vallejo. Andrew Lee, Senior Staff Mr. Lee recently joined Crowe as a Senior Staff. Mr. Lee has five years of prior professional consulting experience. He has a Master of Public Policy (MPP) degree from the University of California, Berkeley. Mr. Lee also has a Bachelor of Arts degree in Political Science (Quantitative Methods and Models specialization) from the University of California, Los Angeles, where he graduated with highest honors. He has recent prior solid waste rate setting experience with Contra Costa County and the City of Vallejo. Mr. Lee specializes in economics, econometrics, and public and private finance. Mr. Lee has held prior consulting positions at the Lawrence Livermore Laboratory, Deloitte & Touche, and the Brookings Institution. Page 12
