We deeply appreciate <br /> Gateway's sincere effort to provide the maximum amount of affordability feasible for them, as market rate <br /> developers, in spite of financial limitations and policy constraints imposed by the City. <br /> In addition to offering an attractive design, Gateway's plan comes much closer than most residential <br /> developments in Pleasanton to on site mitigation of the affordable housing need generated by the market rate <br /> residential units(see attached analysis based on Pleasanton's draft nexus study). Given the difficulty other <br /> approved residential projects have had in securing financing, it seems clear that Gateway could not have <br /> included more affordability on their own. In recognition of their commitment to provide much needed <br /> housing for Pleasanton's workforce, we support the plan and urge your approval. <br /> Should the Council have concerns about future development proposals generating more affordable housing <br /> requirements than they mitigate, we suggest amending our Housing Element policies that currently limit <br /> construction of BMR units to levels far below Pleasanton's identified need, and that have effectively <br /> eliminated opportunities for nonprofit housing development on appropriately zoned land. Replacing these <br /> constraints with incentives will result in both less high density development over all, and sufficient housing <br /> for Pleasanton's workforce. Without these changes, no matter how many acres of market rate apartment <br /> complexes the Council approves, Pleasanton will fall farther and farther behind in meeting our workforce <br /> housing needs, Meanwhile, we will forfeit land use opportunities to address those requirements on excellent <br /> tax credit sites such as Gateway. <br /> Again, CCC appreciates the applicants' responsiveness in addressing the community's housing needs with <br /> such an attractive plan.
