The SEIR for the Housing Element update included a Statement of Overriding <br /> Considerations for two significant and unavoidable impacts: development facilitated by <br /> the General Plan Amendment and rezonings could potentially add traffic to the regional <br /> roadway network to the point at which they would operate unacceptably under <br /> Cumulative Plus Project conditions; and development facilitated by tie General Plan <br /> Amendment and rezonings has the potential to adversely change the significance of <br /> historic resources. Staff notes that the subject site is vacant and did not contain any <br /> older structures that may be historic; for this reason, the proposed project's impacts to <br /> historical structures were not discussed in Attachment 9, the Planning Commission staff <br /> report. <br /> Regarding traffic, staff notes that the traffic impacts of the nine sites ultimately selected <br /> would be considerably less than the traffic impacts analyzed in the SE R. Furthermore, <br /> the SEIR analyzed development of this site to include up to 400 units. The proposed <br /> project entails 307 units, 93 units less than the density that was analyzed in the SEIR, <br /> thereby reducing traffic impacts. <br /> CONCLUSION <br /> The Staff analysis concludes that the proposed site plan and positioning of the buildings <br /> are appropriate for the subject property. The applicant has included a large amount of <br /> usable open space, landscaped areas, and amenities within the project. The project <br /> would provide affordable rental housing and pay in-lieu fees that would assist the City in <br /> meeting its low-income and very-low-income housing goals. <br /> Staff finds the proposed building design to be attractive with the a-chitectural style, <br /> colors, and materials complementing surrounding developments.
