BACKGROUND <br /> The existing East Amador Trunk Sewer (EATS) pipeline was identified as capacity <br /> deficient in the 2007 Wastewater Master Plan. The East Amador Relief Sewer (EARS) <br /> pipeline was constructed to relieve wastewater flow on EATS. The EARS line is <br /> currently inactive and requires a pump station for activation. To construct this <br /> specialized type of facility, a firm capable of performing wastewater pump station design <br /> must be hired. Carollo Engineers was selected through the City's consultant process as <br /> the most qualified firm to perform the required specialty services. The design of the <br /> new pump station consists of two phases: Phase 1, analysis and evaluation of the <br /> existing collection system and, Phase 2, development of detailed plans and <br /> specifications for award of a construction contact. <br /> On November 20, 2012, City Council approved the consulting contract with Carollo <br /> Engineers to perform the analysis and evaluation of the existing system (Phasel) in the <br /> not-to-exceed amount of $38,000. Phase 1 was necessary for proper design of the new <br /> pump station and proper connections of the City's collection system. Phase 1 has been <br /> completed by Carollo and has provided staff with the confirmation of the needs of the <br /> new pump station and scope of services for the development of the detailed plans and <br /> specifications (Phase 2). Phase 2 will include: <br /> 1) Detailed plans and specifications for the new pump station di:charge and <br /> force main; <br /> 2) Design documents to repair the existing EARS pipeline which is currently <br /> inactive and showing signs of defect at various locations; and <br /> 3) The design of the interconnection points between the EARS and EATS <br /> pipelines. <br /> DISCUSSION <br /> The proposed Contract Amendment No.1 between the City and Carollo Engineers <br /> (Attachment 1) includes the scope of work for the subject project as Exhibit A-1, and <br /> the hourly rate schedule as Exhibit B-1. Compensation for the tasks listed in the scope <br /> of work will be on a time and materials basis, with a not-to-exceed cost of $331,445. <br /> Staff has reviewed the proposed scope of work proposal from Carollo Engineers and <br /> determined that the proposed tasks meet the project's needs and the fees are <br /> reasonable. Therefore, staff recommends that the City Council approve Contract <br /> Amendment No.1 with Carollo Engineers for a not-to-exceed amount cf $331,445, with <br /> a revised total contract amount of$369,445. <br /> Page 2 of 3 <br />
