BACKGROUND The existing East Amador Trunk Sewer (EATS) pipeline was identified as capacity deficient in the 2007 Wastewater Master Plan. The East Amador Relief Sewer (EARS) pipeline was constructed to relieve wastewater flow on EATS. The EARS line is currently inactive and requires a pump station for activation. To construct this specialized type of facility, a firm capable of performing wastewater pump station design must be hired. Carollo Engineers was selected through the City's consultant process as the most qualified firm to perform the required specialty services. The design of the new pump station consists of two phases: Phase 1, analysis and evaluation of the existing collection system and, Phase 2, development of detailed plans and specifications for award of a construction contact. On November 20, 2012, City Council approved the consulting contract with Carollo Engineers to perform the analysis and evaluation of the existing system (Phasel) in the not-to-exceed amount of $38,000. Phase 1 was necessary for proper design of the new pump station and proper connections of the City's collection system. Phase 1 has been completed by Carollo and has provided staff with the confirmation of the needs of the new pump station and scope of services for the development of the detailed plans and specifications (Phase 2). Phase 2 will include: 1) Detailed plans and specifications for the new pump station di:charge and force main; 2) Design documents to repair the existing EARS pipeline which is currently inactive and showing signs of defect at various locations; and 3) The design of the interconnection points between the EARS and EATS pipelines. DISCUSSION The proposed Contract Amendment No.1 between the City and Carollo Engineers (Attachment 1) includes the scope of work for the subject project as Exhibit A-1, and the hourly rate schedule as Exhibit B-1. Compensation for the tasks listed in the scope of work will be on a time and materials basis, with a not-to-exceed cost of $331,445. Staff has reviewed the proposed scope of work proposal from Carollo Engineers and determined that the proposed tasks meet the project's needs and the fees are reasonable. Therefore, staff recommends that the City Council approve Contract Amendment No.1 with Carollo Engineers for a not-to-exceed amount cf $331,445, with a revised total contract amount of$369,445.
