Approve the Professional Services Agreement with Carlson Management Inc. in the amount of $666,377.62 for the construction management services for the I-580/Foothill Road and the I-680/Bernal Avenue Interchange Improvement projects. 6. Authorize the Director of Community Development to approve and execute contract change orders for a contingency amount not to exceed $535,060 (approximately 10% of the contract amount) for necessary related project work. 7. Authorize the transfer of $66,823 from CIP 105024; $250,000 from CIP 115032; $250,000 from CIP 135032; $100,000 from CIP 115041; $100,000 from CIP 125041; $100,000 from CIP 135041; and $450,000 from CIP 105026 to tie I-580/Foothill Road Interchange Improvement Project, CIP No. 095034. 8. Appropriate $876,383 Traffic Improvement Funds and $82,11 i of Stoneridge Business Center Funds for the I-580/Foothill Road Interchange Improvement Project, CIP No. 095034. 9. Authorize the future appropriation of any interest to accrue on the Stoneridge Business Center Funds for the I-580/Foothill Road Interchange Improvement Project, CIP No. 095034 in order to exhaust all monies in this fund. FINANCIAL STATEMENT Funding for the I-580/Foothill Road Interchange Improvement Project was included in the FY 2009/10 through FY 2013/14 Capital Improvement Program, and a Congestion Management and Air Quality (CMAQ) grant has been awarded to the project. The current budget is not sufficient to fund the subject construction and related construction support services for the project. Staff has identified various CIP projects and Transportation Improvement Funds that can be transferred or appropriated to this project so that the project will be fully funded. BACKGROUND The project will modify the 1-580 interchange at Foothill Road to improve the interchange operation and safety. It will replace the direct eastbound to southbound and eastbound to northbound off ramp "loop" connections with a "T" styli intersection at Foothill Road just south of the 1-580 interchange. This intersection will be signalized and will significantly improve interchange safety by removing two problematic weaving locations caused by the existing off ramp connections. The eastbound off ramp will terminate at Foothill Road and include eastbound left and right turn lanes. The project will also relieve the weaving concerns at the intersection of Foothill Road and Canyon Way. DISCUSSION Construction Bids Sealed bids for this project were opened on June 26, 2013. There were five bids received, but the bid submitted by Synergy Project Management was rejected since they did not use the revised bid form.
