BACKGROUND <br /> On May 3, 2011, the City Council adopted the Planning Commission's recommendation <br /> to re-evaluate the Downtown historic preservation policies, guidelines, and processes as <br /> a Council priority. At the October 18, 2011, City Council meeting, the Council approved <br /> the creation of the ad hoc Historic Preservation Task Force, to be comprised of seven <br /> members: two Planning Commissioners and five at-large Pleasanton residents. At its <br /> October 26, 2011, meeting, the Planning Commission designated Commissioners Phil <br /> Blank and Jennifer Pearce to participate on the Task Force. The Pleasanton residents <br /> were selected through the City's normal application and selection process, whereby the <br /> Mayor and each Councilmember made one selection to the Task Force. On December <br /> 6, 2011, the City Council confirmed the appointments to the seven-member Historic <br /> Preservation Task Force. <br /> DISCUSSION <br /> The Task Force has met ten times since February 2012 and the next Task Force meeting <br /> is scheduled for July 18, 2013. It is anticipated that the Task Force will complete its work <br /> in a few months. Staff believes that it would be difficult for a new Planning Commissioner <br /> to step in towards the end of the process. Phil Blank has indicated that he is willing to <br /> remain on the Task Force until it concludes. At its June 26, 2013, meeting, the Planning <br /> Commission did not object to having Phil Blank remain on the Task Force rather than <br /> appointing another Planning Commissioner. <br /> In view of above, staff is recommending the City Council retain Phil Blank as a member of <br /> the Task Force. Should the Council decide that a Planning Commissioner be selected to <br /> replace Phil Blank on the Task Force, staff would request the Planning Commission <br /> designate a Planning Commissioner to replace him.
