Sean Sowell said he had difficulty following staff's presentation and asked how he could obtain a copy
of the PowerPoint presentations.
Mr. Fialho said it would be placed on the City's website.
Mayor Thorne closed public comment.
17. Reaffirm City Council Priorities
Mr. Fialho explained that the item is a reaffirmation of the Council's 2 year Workplan. The Council
adopted the plan earlier this year and requested that staff bring the item back for reconsideration after
the new Councilmember was seated.
Mayor Thorne opened the item for public comment.
Dolores Bengtson reminded the Council of her previous request for support to improve the Alviso
Adobe Community Park. She referred to several emails sent to the Council as well as a position paper
issued by Friends of the Alviso Adobe, which outlines the goals and steps needed to help the park
reach its full cultural and interpretive potential. She acknowledged that this is a long term goal that is
dependent on the total workload of staff and availability of funds but asked that the Council prioritize a
study of park. Without such a plan, it is difficult for even the smallest of projects to be undertaken by
volunteers and it is unclear what improvements, additions or changes would ultimately be acceptable to
the City.
Ann Pfaff-Doss, Friends of Alviso Adobe, reiterated Ms. Bengtson's comments.
Mayor Thorne closed public comment.
Mayor Thorne asked staff to comment on activities at the Alviso Adobe that have yet to be resolved and
how they may impact the park.
Mr. Fialho explained that the state parks system is very close to acquiring the Castle Ridge property
which sits directly behind the Adobe. With that acquisition, visitors would have access to an almost
completely improved public trail leading from the Alviso Adobe to East Bay Parks lands. It also creates
an opportunity for joint programming with East Bay Parks, something that would likely dovetail with any
master plan effort for the park.
Councilmember Pentin asked if the upcoming Parks Master Plan addresses the Alviso Adobe.
Mr. Fialho said the plan touches on a number of things, recognizes the potential for the park but does
not provide any conclusions on what exactly that potential is.
Vice-Mayor Cook-Kallio said she accompanied former Mayor Hosterman and Andy Jorgenson when
they presented the original plans for the park to Senator Feinstein. What is apparent is that their vision
was far more comprehensive that what ended up being developed. She said she could support adding
this to the Workplan with the understanding that it is contingent upon the availability of resources. She
fully agreed that it is an underutilized facility and said she would love to see this act as a catalyst for
volunteers to start reaching out to other organizations to identify programming and partnership
opportunities.
Mr. Fialho said that staff's only concern, which was shared with Ms. Bengtson, relates to timing. All of
the items currently programmed are scheduled to start or be completed within the first year and, if the
Council would like to include this as a priority, he would suggest adding it to the second year of the
Workplan.
City Council Minutes Page 14 of 16 June 4, 2013
