Other Legislative Activity: <br /> A letter in support of California Environmental Quality Act Reform was sent to Governor <br /> Brown, Senator Corbett, Assembly Members Buchanan and Quirk. <br /> The aforementioned legislation is currently active and will continue to be monitored. <br /> Additional legislation that is being monitored by the League is summarized below along <br /> with the League's position to support or oppose the proposed legislation. Staff will work <br /> with the League's East Bay Representative and other organizations to report critical <br /> action items to the City Manager and City Council and pursue legislative support or <br /> opposition as appropriate. <br /> Legislation supported by the League of California Cities: <br /> AB 440 - (Gatto) Brownfield Remediation Authority: Cities, Counties & Housing <br /> Authorities. <br /> This legislation authorizes cities, counties and housing authorities to use the brownfield <br /> remediation tools previously granted to redevelopment agencies under the Polanco <br /> Redevelopment Act. <br /> AB 1147 - (Gomez) Massage therapy. <br /> This bill attempts to address issues surrounding legislation passed in 2008 that <br /> prohibited local governments from regulating or enacting ordinances for a business that <br /> employs certified massage therapists unless the requirements are "no different than the <br /> requirements that are uniformly applied to all other individuals and businesses providing <br /> professional services." Recent amendments were added to the bill to reflect the <br /> League's concerns in restoring local ability to properly regulate these businesses. <br /> AB 1080 - (Alejo) Community Revitalization and Investment Authorities. <br /> The proposed legislation authorizes the creation of a new entity at the local level, a <br /> Community Revitalization Investment Authority, to provide a redevelopment option for <br /> the most disadvantaged and poorest areas of the state. This is a critical first step to <br /> affording local governments with a return of a narrowed form or redevelopment <br /> authority. <br /> AB 1229 - (Atkins) Inclusionary Zoning. <br /> This legislation will reauthorize inclusionary housing ordinances for rental units to <br /> address the 2009 Palmer/Sixth Street Properties v. City of Los Angeles decision. <br /> SCA 10 - (Wolk) Legislative Procedure: Three Day Print Rule. <br /> The proposed procedure prohibits the Legislature from taking final action on a bill <br /> unless it has been in print for three days, except in narrow cases to address of a state of <br /> emergency declared by the Governor. <br /> SB 33 - (Wolk) Infrastructure Financing Districts. <br /> This legislation will clarify and improve the Infrastructure Financing District Law, <br /> enabling local agencies to use this tool for a wide variety of local infrastructure needs. <br /> Page 4 of 6 <br />
