BACKGROUND <br /> The Mayors of the Cities of Danville, Dublin, Livermore and Pleasanton together with <br /> their City Managers and staff liaisons work together to develop a federal legislative <br /> agenda that is discussed with federal lawmakers, key agencies and staff with the <br /> assistance of a contracted advocacy firm, Jordan and Associates. Development of this <br /> platform occurs between September to December of each year and is shared with key <br /> lawmakers in Washington D.C. in time for the US Conference of Mayors. On an annual <br /> basis, staff works to develop the federal agenda in the fall in preparation for the winter <br /> visit to Washington D.C. Monitoring legislation, actions taken by Congress and key <br /> federal agencies occurs throughout the year and these actions influence the strategy <br /> developed by the Mayors and advocacy firm. <br /> The federal legislative process is monitored closely by staff in partnership with Jordan <br /> and Associates. The Mayors, City Managers and staff receive updates throughout the <br /> year and additional direction is given to staff and Jordan and Associates as appropriate. <br /> The advocacy approach for the federal agenda is a regional effort and has been in <br /> place for at least seven years. This partnership is held in high regard by lawmakers and <br /> key agencies because the nature of the legislative platform is jointly supported by <br /> multiple cities, benefits a greater constituency and often supports priorities of regional <br /> agencies such as East Bay Regional Parks or Alameda County Transportation <br /> Commission. <br /> A regional State legislative process is not in place at this time. However, as relevant <br /> legislative issues arise, staff and managers share concerns with neighboring <br /> jurisdictions and or relevant agencies and when appropriate develop joint strategies for <br /> response. Although infrequent, jointly signed letters from tri-valley Mayors have been <br /> issued in the past. Multiple avenues exist whereby council members, City Managers <br /> and staff receive information about state legislative affairs including the League of <br /> California Cities through the assigned East Bay Division staff representative, regional <br /> agencies such as ACTC, LAVTA, EBRPD, the Alameda County Managers Association <br /> and at times, our elected state representatives. The primary and constant source of <br /> legislative information is the League of California Cities. The updates received allow <br /> staff to review information and identify legislation that requires action. Generally, the <br /> annual state legislative process begins in January and slows by October. <br /> DISCUSSION <br /> Currently, letters drafted for legislative action on federal or state legislative issues are <br /> signed by the Mayor (as an individual) and or the Tri-Valley Mayors. Letters are written <br /> to express support or opposition on a specific piece of legislation. Copies of these <br /> letters are also given to city council members, affected agencies and the League's East <br /> Bay Representative. <br /> In the future, the council will receive updates from staff regarding legislative issues. This <br /> may include a summary of legislative issues under review, impacts to Pleasanton, <br /> recommendations and/or be informational in nature. Staff will also brief the City <br /> Manager and Mayor on a routine basis regarding legislative concerns and topics that <br /> require immediate action. Staff will continue working with regional partners to keep <br /> current on their legislative interests and coordinate joint responses when appropriate. <br /> Page 2 of 6 <br />
