DISCUSSION
Beginning in 2012, the Metropolitan Transportation Commission (MTC) began a
coordinated call for projects called the One Bay Area Grant Program, which consists of
two Federal Grant Programs: Surface Transportation Program (STP) and Congestion
Management Air Quality (CMAQ).
The One Bay Area Grant Program allocates Federal STP and CMAQ funds for the next
four fiscal years (Fiscal Year 2012-2013 through Fiscal Year 2015-2016). The program
supports California's climate law, SB 375, which requires a Sustainable Communities
Strategy to integrate land use and transportation to reduce greenhouse gas emissions.
Alameda CTC is programming approximately $15.2 million of One I3ay Area Grant
funds for eligible Local Street and Roads (LSR) projects such as pavement
rehabilitation within Alameda County. Pleasanton's share of the OBAG-LSR funds is
$832,000. There is a minimum local funding match requirement of ' 1.47% which is
$108,000.
The City has identified Valley Avenue and Hopyard Road as a pavement rehabilitation
project eligible for OBAG-LSR funds. The proposed project will remove and replace
failed pavement areas, resurface the pavement with asphalt concrete, and reinstall
pavement striping. This project will be included in the FY 2013-14 Annual Street Overlay
Program as shown in the Capital Improvement Program.
In order for the OBAG-LSR funds to be programmed, the City is requested to adopt a
resolution authorizing an application for funding assigned to MTC, committing any
necessary funds, and stating assurance to complete the Project.
Submitte by: Fiscal Review: Approved by:
(ce7-k;
Brian Dolan Emily Wagner Nelhon Fialho
Director of Director of Finance City Manager
Community Development
Attachments:
1.
