BACKGROUND <br /> In the spring of 2009, the City of Pleasanton entered into a two-year contract with Team <br /> Econolite for the maintenance of the City's traffic signals. The monthly maintenance <br /> cost per signal for this contract was $146 per month. After the two-year contract <br /> expired, two additional one-year extensions were issued at the mutual agreement of the <br /> City of Pleasanton and Team Econolite. Since this current contract only allowed a <br /> maximum of two one-year extensions, staff solicited proposals for a new maintenance <br /> contract to be effective July 1, 2013. <br /> DISCUSSION <br /> The City issued a Request for Proposals (RFP) for Traffic Signal Maintenance and <br /> Emergency Repair Services. The City received six proposals from the following <br /> contractors: Aegis ITS, Bear Electrical Solutions, Cal-West, MC Dean, Siemens and <br /> Wescorp. <br /> As outlined in the RFP, the proposer with the lowest responsive and responsible <br /> proposal will be awarded this signal maintenance contract. Cal-West was the lowest <br /> responsive and responsible proposer with a monthly preventative maintenance rate of <br /> $150 per month per signalized intersection. Cal-West has maintained traffic signals for <br /> several Bay Area agencies since 2005, and staff has verified that Cal-West has <br /> provided excellent signal maintenance services for these agencies. <br /> Wescorp submitted the lowest monthly maintenance bid ($84 per month per signalized <br /> intersection). The RFP outlined five proposal requirements that must be included with <br /> the proposal. One requirement that must be submitted is the proposer's scope of <br /> services, and it shall include, at minimum, the following: a description of the major <br /> services, a description of the work product to be provided and the expected time of <br /> completion for each component. Westcorp's proposal did not include a scope of <br /> services. The proposer's scope of services is a critical requirement to determine what <br /> signal maintenance services will be included with their cost proposal. Since a scope of <br /> services was not included in Westcorp's proposal, their proposal is not responsive and <br /> cannot be considered for selection. <br /> Bear Electrical Solutions (BES) submitted the second lowest monthly maintenance bid <br /> ($108). As outlined in the RFP, the proposer must meet minimum qualification <br /> requirements to qualify for selection. One qualification requirement is that the contractor <br /> must have a proven track record of having provided signal maintenance services for <br /> three or more cities and/or communities over the past three years. Since BES was <br /> founded in January 2013, BES cannot meet this minimum qualification requirement. As <br /> a result, BES cannot qualify for selection. <br /> The term of the proposed contract is for two years, expiring on June 30, 2015, with the <br /> option of extending the contract for two additional one-year terms, upon agreement of <br /> the City and the contractor. <br /> Page 2 of 3 <br />
