We called by telephone on May 1, 2013 and left a message in which we requested an opportunity <br />to discuss the application. We appreciate your return call on or about May 3, 2013 in which you <br />answered our many questions and some of our concerns. <br />On May 27, 2013 we received the notice of the City Council's hearing on PUD- 84- 04 -07M on June 4, <br />2013. We were finally able to access the staff report on this application on June 1, 2013. We live in our <br />town home part time and when we are there we frequently observe activity in the Meadow Plaza <br />Shopping Center from our home located directly across Santa Rita Road. <br />We have the following comments: <br />We express concern regarding the impact of the proposed petition on children that frequent the area <br />both while walking to and from school and while visiting the family oriented food establishments in <br />adjacent space in the Meadow Plaza Center. Children are likely to be in the area more frequently when <br />the food market is operational. It is true that the school is about the same straight line distance from the <br />petitioner's old and new locations. However, the school entrance is much closer to the new location. <br />The path some students take on the way to and from the school is through the parkin;; lot of the <br />shopping center. The old location is on the west side of the Santa Road away from the housing area <br />while the new location is in the heart of a housing area on the east side of Santa Rita Road. <br />An additional concern is the potential impact of the business on traffic. The revitalization of the <br />shopping center will have a major impact on access to Santa Rita Road. The existing residential area <br />across Santa Rita Road already has been restricted in mobility by changes imposed on permitted turns. <br />The proposed activity is likely to be by appointment with patrons desiring be on time. These situations <br />invite infraction of traffic rules. Enforcement of compliance with traffic rules for gaining access to and <br />from Meadow Plaza Shopping Center pose unrealistic implications. <br />We are also concerned about the open ended size of the planned unit. The current wording of the <br />application is "four or more massage technicians provide massage services at any one time as a <br />conditionally permitted use."
