DISCUSSION <br /> When reviewing the work plan, it should be noted that many of the elements can be <br /> described generally as " special projects", meaning that they have a definite start and <br /> completion date and are not part of the City' s regular ongoing service efforts. As an <br /> example, while the City devotes a substantial amount of its resources to providing <br /> planning services, carrying out the East Side Specific Plan process is a unique project <br /> conducted in addition to normal" planning service activities. As a result, the East Side <br /> Specific Plan process is included in the work plan while providing ongoing planning <br /> services is not. Nevertheless, the City Manager regularly takes steps necessary to <br /> assure that ongoing services are consistent with service standards expected from the <br /> community. To assure staff continues to provide a high level of customer service for all <br /> of its ongoing service-oriented programs, the issue of balancing staff resources from <br /> 'special" projects to ongoing services will require City staff to review current workloads <br /> and make changes where appropriate. These changes may involve efficiency <br /> improvements, reorganization of workload and in unique particular instances, such as <br /> significant planning or engineering projects, utilization of various types of <br /> consultants/contract services to assure established timelines are met.
