and presents a comprehensive set of housing policies and actions between January 1, 2007 <br /> and June 30, 2014. <br /> As discussed above, prior to the City's consideration and adoption of the updated <br /> Housing Element, the City will have completed a proposed General Plan Amendment and <br /> rezonings of up to 17 sites within the City for high density residential development. These are <br /> the related land use amendment and rezonings included in the proposed project. <br /> The following are the project objectives for the 2007-2014 Housing Element and <br /> associated General Plan Amendment and rezonings: <br /> • Provide a vision for the City's housing and growth management through 2014; <br /> • Maintain the existing housing stock to serve housing needs; <br /> • Ensure capacity for the development of new housing to meet the RHNA at all <br /> income levels; <br /> • Encourage housing development where supported by existing or planned <br /> infrastructure, while maintaining existing neighborhood character; <br /> • Encourage, develop and maintain programs and policies to meet projected <br /> affordable housing needs; <br /> • Develop a vision for Pleasanton that supports sustainable local, regional and <br /> state housing and environmental goals; <br /> • Provide new housing communities with substantial amenities to provide a high <br /> quality of life for residents; <br /> • Present the California Department of Housing and Community Development a <br /> housing element that meets the requirements of the settlement agreement; and <br /> • Adopt a Housing Element that substantially complies with California Housing <br /> Element Law. <br /> The CAP is designed to comply with the 2010 Settlement Agreement, meet the <br /> mandates of California's Global Warming Solutions Act of 2006 (AB 32), and respect the City's <br /> General Plan vision and its goal to become the "greenest" city in California. The CAP provides a <br /> roadmap for the City to be proactive in reducing GHGs through a schedule of local actions, <br /> designed to enable the City to achieve a 15 percent reduction in GHGs below 2005 levels by <br /> 2020. The CAP includes strategies and measures for reducing GHG emissions associated with <br /> transportation and land use, energy consumption and generation, water use and wastewater <br /> treatment, and solid waste disposal. <br /> The following are the project objectives for the CAP: <br /> • Provide a vision for the City's sustainable development through 2025 while <br /> preserving the City's character; <br />
