THE CITY OF 7 <br /> CITY COUNCIL AGENDA REPORT <br /> [ALE ASANTONe <br /> June 4, 2013 <br /> Community Development <br /> Engineering Division <br /> TITLE: APPROVE PROFESSIONAL SERVICES CONTRACTS FOR ON-CALL <br /> GENERAL CIVIL ENGINEERING PROFESSIONAL SERVICES WITH THE <br /> FIRMS OF BKF ENGINEERS, KIMLEY-HORN AND ASSOCIATES, INC., <br /> AND PAKPOUR CONSULTING GROUP, INC. <br /> SUMMARY <br /> The City has a need for general civil engineering professional services for various <br /> projects. City staff advertised to receive Statements of Qualifications (SOQs) for these <br /> specialized services in February 2013. We received and reviewed 17 SOQs from <br /> respondent firms and invited the top seven for interviews. Based on the firms' <br /> qualifications, interview performances, and responses to inquiries of provided <br /> references, staff recommends that the City Council award contracts to three firms: BKF <br /> Engineers, Kimley-Horn and Associates, Inc., and Pakpour Consulting Group, Inc. The <br /> contracts would be for services between July 1, 2013 and June 30, 2016 for a total, <br /> aggregate not-to-exceed amount of $500,000. Although the recommended aggregate <br /> not-to-exceed amount is $500,000 over three years, there is no guaranteed amount of <br /> work to any of the three firms, and there is no guarantee that the $500,000 amount will <br /> be expended over the contract period. Work will be assigned based solely upon <br /> recognized need. <br /> RECOMMENDATION <br /> 1. Approve professional services contracts with BKF Engineers, Kimley-Horn and <br /> Associates, Inc., and Pakpour Consulting Group, Inc. to provide on-call general civil <br /> engineering professional services in the total aggregate amount not-to-exceed <br /> $500,000 between July 1, 2013 and June 30, 2016. <br /> 2. Authorize the City Manager to execute the attached contracts. <br /> FINANCIAL STATEMENT <br /> No additional funding is needed to approve these consultant contracts. Funding for <br /> these contracts is budgeted under each individual Capital Improvement Program project <br /> approved by the City Council. Funding for private development services will be <br /> provided by the associated developer/property owner. <br />
