ARTICLE 7. C Commercial Districts <br /> <br />See. 7.100. Purposes. <br />In addition to the objectives prescribed in Sec. 1.101, (Objectives), <br />the C commercial districts are included in the zoning ordinance to <br />achieve the following purposes: <br /> a. To provide appropriately located areas for retail stores, offices, <br /> service establishments, amusement establishments, and whol- <br /> esale businesses, offering commodities and services required by <br /> residents of the City a~d its surrounding market area. <br /> b. To provide opportunities for retail stores, offices, service es- <br /> tablishments, amusement establishments, and wholesale busi- <br /> nesses to concentrate for the convenience of the public and in <br /> mutually beneficial relationship to each other. <br /> e. To provide space for community facilities an.d institutions that <br /> appropriately may be located in commercial areas. <br /> d. To provide adequate space to meet the needs of modern com- <br /> mercial development, including off-street parking and truck <br /> loading areas. <br /> e. To minimize traffic congestion and to avoid the overloa~ing of <br /> utilities by preventing the construction of buildings of excessive <br /> size in relation to the amount of l~nd around them. <br /> f. To protect commercial properties from noise, odor, dust, dirt, <br /> smoke, vibratlo~, heat, glare, heavy truck traffic, and other <br /> objectionable influences incidental to i~dustrial uses. <br /> g. To protect commercial properties from fire, explosion, noxious <br /> fumes, and other hazards. <br /> <br />7.100.1. Special Purposes of C-N Neighborhood Commercial District. <br />a. To provide appropriately located areas for retail stores, offices, <br />and personal service establishments patronized primarily by res- <br />idents of the immediate area. <br /> b. To permit development of neighborbt~od shopping centers of the <br /> size and in the appropriate locations shown oR the General Plan, <br /> according to standards that minimize a'dverse impact on adjoin- <br /> lng residentlal uses. <br /> <br />7.100.2 Special Purposes of C-C Central Commercial District. <br /> a. To maintain compactness and encourage more intensive devel- <br /> opment in Pleasanton's central business district. <br /> b. To maximize the efficiency of the central district by limiting or <br /> prohibiting uses that break the continuity of commercial front- <br /> age or are incompafible with an attractive pedestrian shopping <br /> area. <br /> c. To facilitate the establishment of assessment districts for pro- <br /> vision of off-street parking facilities by limiting or prohibiting <br /> drive-in types uses that would not benefit substantially from <br /> public off-street parking facilities. <br /> <br />7.190.3. Special Purposes of C-R Regional Commercial District. <br /> a. To provide a large site at an appropriate location for a major <br /> shopping center drawing trade from the entire Amador-Liver- <br /> more Valley. <br /> b. To ensure that a major center will be developed in accord with <br /> high standards of site planning, architecture, and landscape <br /> design. <br /> c. To minimize the adverse effect of major commercial facilities <br /> on nearby dwelilngs. <br /> <br /> 7.100.4 Special Purposes of C-S Commercial Service District. <br /> a. To provide appropriately located areas for commercial uses <br /> having features that are incompatible with the purposes of the <br /> other commercial districts. <br /> b. To provide sites for businesses that typically are not found, in <br /> shopping centers, that usually have relatively large sites pro- <br /> riding off-street parking, and that attract little or no pedestrian <br /> traffic. <br /> <br /> 7.10~.5 Special Purposes of C-F Freeway Interchange Commercial <br /> District. <br /> a. To provide appropriately located areas for establishments cater- <br /> ing to freeway travelers and tourists. <br /> b. q~o enhance the appearance of certain entrances to the City, <br /> and to protect motel and restaurant patrons from nuisances by <br /> limiting or prohibiting certain commercial service uses that <br /> ofte~ are u,nsightly or have nuisance features. <br /> c. To provide appropriately ~ocated areas for establishments that <br /> generally require large sites and do not require close proximity <br /> to other commercial uses. <br /> <br /> 7.100.6 Special Purpose of the C-A Automobile Commercial District. <br /> a. To provide an opportunity for automobile dealers and closely <br /> related businesses to benefit from the proximity and high de- <br /> <br /> sign sta~d,ards possible in a shopping center type of aurorae <br /> district. <br /> <br />See. 7.101. Required Conditions. <br /> a. All uses shall comply with regulations prescribed in Attic] <br /> (Site, Yard, Bulk, Usable Open Space, and Screening and L <br /> scaping Regulations). <br /> b. In a C-N, C-C, or C-R .district all business, services, and <br /> cesses shall be conducted entirely within a completely eneh <br /> structure, except for off-street parking and loading areas, <br /> hibits of goods sold, manufactured, or processed on the p~ <br /> ises, gasoline service stations, outdoor dining areas, nurse <br /> garden shops, Christmas tree sales lots, bus depots, and ut <br /> substations and equipment i~stallafions. <br /> c. In a C-N district all products produced on the site of an' <br /> the permitted uses shall be so~d primarily at retail on the <br /> where produced. <br /> ii. No use shall be permitted, and Bo process, equipment, or m~ <br /> ial shall be employed which is found by the City Planning ( <br /> mission to be objectionable to persons residing or workin <br /> the vicinity or injurious to property located in the vicinit: <br /> reason of odor, insect nuisance, fumes, dust, smoke, <br /> dirt, refuse, water-carried wastes, noise, vibration, illumina <br /> glare, unsightliness, or heavy truck traffic, or to involve <br /> hazard ,of fire or explosion. No exterior ilIumination el <br /> than 200 feet to the boundaries of a site or interior illumim <br /> closer than 10 feet to a window within 200 feet of the boun <br /> of a site and visible beyond the boundary of a site, whethn <br /> 1areal to a sign or not, shall exceed the intensity permitte, <br /> Sec. 17.101.2 (Illumination). <br /> <br />Sec. 7.102. Permitted and Conditional Uses. <br /> a.
