determine the procedures and standards of selection for employment and promotion; <br /> direct its employees, take disciplinary action, relieve its employees from duty because of <br /> lack of work or for other legitimate reasons; maintain the efficiency of governmental <br /> operations; determine the methods, means and personnel by which government <br /> operations are to be conducted; determine the content of job classifications; take all <br /> necessary actions to carry out its mission in emergencies; to exercise complete control <br /> and discretion over its organization and the technology of performing its work. <br /> Section 6. Salaries <br /> 6.1 Salary <br /> Salary Schedules are attached as Appendix B. <br /> • Effective May 25, 2013, the salary ranges will be increased by two percent(2%). <br /> • Effective first full pay period in December 2013 (December 7, 2013), the salary <br /> ranges will be increased by two percent(2%). <br /> • Effective first full pay period in April 2014 (April 12, 2014), the salary ranges <br /> shall be increased by one percent (1%). <br /> • Effective first full pay period in April 2015 (April 11, 2015), the salary ranges <br /> shall be increased by two percent(2%). <br /> These ranges represent for each classification the standard rate of pay for full <br /> employment and represent the total compensation due employees except for overtime <br /> compensation and other benefits specifically provided by the City. <br /> 6.2 Entrance Salary <br /> The entrance salary for a new employee entering the City service shall be the minimum <br /> salary for the class to which he/she is appointed. The Appointing Authority may, <br /> however, authorize original appointment or reinstatement at a rate higher than the <br /> minimum rate when the qualifications of the candidate including but not limited to <br /> education, experience and training and/or needs of the service warrant. <br /> 6.3 Conversion of Pay Rates <br /> Any monthly rate of pay may be converted into any equivalent rate of pay or to any other <br /> time basis when, in the judgment of the City Manager, such a conversion is advisable. <br /> 6.4 Salary Advancements <br /> Full time regular employees serving in a regularly established position and part-time <br /> regular employees serving in classifications represented by the Union shall be advanced <br /> from the "A" step to the "B" step in their respective classifications after completion of <br /> twelve (12) months' full time satisfactory service, in each of the salary steps for the <br /> classification until the top of the range is reached. No salary advance shall be made so as <br /> -10 - <br />
