MOTION: It was m/s by Pentin/Cook-Kallio to authorize staff to pay off the outstanding 2003 <br /> Certificates of Participation and proposed amendments to the Lease Agreement. Motion carried by the <br /> following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: One Vacancy <br /> 17. (A) Approve the allocation of Housing and Human Services Grant (HHSG) and Community Grant <br /> Program Funds for the Fiscal Year 2013 Grant Funding Cycle (FY 2013-14) <br /> Assistant City Manager Bocian introduced the item and stated that the Council may, at the appropriate <br /> time, move to approve both 17(A) and 17(B) in one motion. <br /> Housing Specialist Scott Erickson provided the staff report and a PowerPoint presentation summarizing <br /> both the HHSG and Community Grant Program funding recommendations. With regards to the grant <br /> process, he explained that the City issued notices of funding availability to its database of <br /> approximately 250 agencies and representatives in November 2012. The City then held several <br /> application workshops in collaboration with the cities of Dublin and Livermore to provide information <br /> about the application process. Applications were due in January, after which they were reviewed by the <br /> Human Services, Housing, Civic Arts and Youth Commissions. <br /> Overall grant funding for the year totals $736,000, $466,000 of which comes from federal sources and <br /> $270,000 from the City's General Fund. The FY 2013-14 HHSG program includes a total of$580,400 in <br /> funding, comprised of an anticipated $205,000 in Community Development Block Grant funds, <br /> $160,000 allocated from the General Fund for Human Services projects, $100,000 in HOME Grants, <br /> and $115,000 from the City's Lower Income Housing Fund. The Community Grant program includes <br /> $40,000 for civic arts projects and $70,000 for youth projects, for a total of$110,000. <br /> The City received 25 different HHSG program applications from 18 different agencies with an <br /> aggregate request of approximately $740,000. The Community Grant program received 9 civic arts <br /> applications with an aggregate request of $70,000 and 15 youth program applications totaling <br /> $117,000. <br /> He presented a slide depicting the composite recommendation of the Human Services and Housing <br /> Commissions for the HHSG program. The Human Services placed its highest emphasis on those <br /> projects that met the priorities established in November and was able to allocate at least some funding <br /> to most of the projects that applied. Community Grant applications were reviewed by Civic Arts and <br /> Youth Commissions. Allocations were again based on the identified priorities, though a total of seven <br /> projects were not recommended to receive any funding. Mr. Erickson noted that the Youth Commission <br /> did recommend funding the Bernal Property 4H Farm Complex at a level which exceeds the current <br /> maximum grant because it feels the project should be prioritized. <br /> Mr. Erickson provided highlights of the overall funding package, which include grants to Axis <br /> Community Health to establish a new clinic in North Pleasanton, the City's Housing Rehabilitation <br /> Program, Open Heart Kitchen, Pleasanton Rotary, Abbey 4H as noted, and Livermore Valley Opera <br /> programs. <br /> He stated that staff recommends that the Council adopt the resolution attached to the staff report. Staff <br /> is also requesting the Council's authorization to allocate the receipt of any payments on past housing <br /> rehabilitation loans back into that same program. <br /> Vice-Mayor Cook-Kallio noted that she served on the subcommittee that looked at consolidating the <br /> grant application process, which focused not only on streamlining the process but also looking at what <br /> City Council Minutes Page 6 of 12 May 7, 2013 <br />
