The applicant/developer shall provide a dedicated electrical circuit within private garages for future installation of electric car charging outlets or shall install electric vehicle charging stations in the project. Whichever alternative is selected (dedicated circuit in garages or electric car charging stations) shall be shown on the plans submitted to the Building and Safety Division for plan check and shall be subject to the review and approval of the Director of Community Development prior to building permit issuance. Within the last 24-hours the applicant approached City staff about entering into a development agreement in order to make clear both the City's and the applicant's obligations regarding this project. Staff is amenable to this concept but notes that the process for approving the development agreement will include review by the Planning Commission and an introduction and a second reading of an ordinance by the City Council. Staff proposes that the City Council introduce the PUD ordinance this evening and complete the approval of the PUD at the time the Development Agreement is ready to be reviewed by the City Council. Staff therefore recommends City Council's action this evening be amended as follows: 1. Find that an Addendum to the SEIR may be prepared per CEQA Section 15164 the in the Addon,+,,... to «tie SEIR and find that the previously prepared SEI R, including the adopted CEQA Findings and Statement of Overriding Considerations, and the Addendum to the SEIR are adequate to serve as the environmental documentation for this project and satisfy all the requirements of CEQA; 2. Find that the proposed PUD development plan and development rem are is consistent with the General Plan;
