Ordinance No. 2065 <br /> Page 3 <br /> c. As required by AB 2452 (2012), find that the electronic filing system for campaign <br /> statements will operate securely and effectively and will not urduly burden filers <br /> based on the City's actual experience since electronic filing was adopted in 2008. <br /> d. Amend §2.29.030 Memberships; appointments as follows: <br /> A. The commission shall have 11 regular commissioners and three alternate <br /> commissioners all of whom shall be residents of the city. <br /> B. The 11 regular commissioners shall include: three students frcm Middle School; <br /> three students from High School; ; four at large student representatives from grades six through <br /> 12; and one adult commissioner from the community at large. <br /> C. The two alternate youth commissioners shall be from grades 6 through 12 and <br /> shall be selected from the community at large. The one alternate adult commissioner shall be <br /> selected from the community at large. <br /> D. The regular commissioners and the alternate commissioners shall be appointed <br /> by the mayor subject to ratification by the city council, as provided in the adopted city resolution <br /> establishing procedures for appointments to boards and commissions. <br /> E. Commissioners shall be eligible to participate in all activities of the commission <br /> except that the alternate commissioner shall vote only in the event of an absence or conflict of <br /> interest of one of the regular youth commissioners. <br /> F. The alternate commissioners may serve as a voting member on any <br /> subcommittee of the commission. <br /> G. Commissioners shall be compensated as established by city council resolution. <br /> e. Amend §2.29.080 Meetings as follows: <br /> A. Regular meetings shall be held on the second Wednesday of each month, <br /> September through May, at a time and place set by the commission. The commission may <br /> approve an alternate meeting date. <br /> B. Special meetings may be called by the chairperson or by a majority of the <br /> commissioners, the city manager, and/or the city council provided written notice is given 48 <br /> hours in advance of the special meeting to the following: each commissioner, local newspapers <br /> of general circulation, and anyone filing written request for notice with the city clerk. Notice of <br /> meetings shall comply in all respects with Section 54950 et seq., of the Government Code, <br /> known commonly as the Ralph M. Brown Act. <br /> C. All meetings shall be open to the public and shall follow a prepared agenda. <br /> Minutes of all meetings shall be kept and filed with the city clerk. <br /> D. Seven commissioners need to be present to constitute a quorum and a vote to <br /> approve or deny shall only occur upon a majority vote of the commissioners present. <br /> f.
