Fire administration staff and <br /> employees in the classifications of property and evidence technician, police dispatcher <br /> and police dispatch supervisor will be provided with an increase in uniform allowance of <br /> $50, from $450 to $500 per year. These increases impact approximately 18 employees. <br /> Telephone Responses: Given the nature of municipal services, employees may be <br /> contacted after regular work hours to respond to questions, provided services or <br /> otherwise address issues. For work up to 15 minutes and between 15 and 30 minutes, <br /> the City agreed to 15 and 30 minutes of appropriate pay, respectively. Technology <br /> personnel will be provided with at least one hour of appropriate pay to attend to <br /> computer related issues remotely, as opposed to requiring employees return to the work <br /> site which is often more time-consuming and more costly to the City. <br /> Items that did not result in budgetary adjustments, such as rights related representation, <br /> limits on use of sick leave to care for family members, bereavement leave, personal <br /> leave for educational purposes, etc., were also discussed and agreements were <br /> reached. In addition, general and routine changes to MOU language for the purposes of <br /> updating and clarifying were made. The draft MOU is attached to this staff report. <br /> The approximate fiscal cost of the contract, taking into consideration tie savings as a <br /> result of employees paying member contributions towards the pension program and the <br /> value of reducing 24 floating holiday hours, is approximately $1.15 million for a 3 year <br /> contract. (On an annualized basis, this translates to approximately $383,484 per year). <br /> The funds will be incorporated into the FY 2013/14 Operating Budget. <br /> CONCLUSION <br /> This topic introduces the key elements of the successor MOU with the AFSCME/PCEA <br /> group which represents non-management, non-sworn personnel of the City. All <br /> agreements reached between the parties during the meet and confer process are <br /> tentative until the contract is ratified by members of the unit (which took place on May 6, <br /> 2013) and approved by the City Council.
