The Department Head will use discretion and judgment in assigning employees to <br /> temporary assignment, balancing the need for development and experience with the needs <br /> of the operation. When there are multiple qualified employees who could potentially fill <br /> the temporary assignment, equal rotation will be considered to provide opportunity for <br /> experience. <br /> Section 24. Transfer <br /> An employee may be transferred by the Appointing Authority to a comparable position. <br /> For purposes of this section comparable position is one with the same maximum salary, <br /> involving the performance of similar duties and requiring substanl:ially the same <br /> minimum qualifications. <br /> If the transfer involves a change from one department to another both Department Heads <br /> must consent thereto unless the City Manager orders the transfer for purposes of <br /> economy and efficiency. Transfer shall not be used to effect discipline or a promotion or <br /> advancement. <br /> The Union shall be notified prior to any transfer as detailed in this Section. <br /> Section 25. Resignation, Reinstatement and Layoff <br /> 25.1 Voluntary Resignation <br /> An employee may resign in good standing by submitting a written resignation to his/her <br /> Department Head with a copy to the designated Assistant City Manager. The written <br /> resignation shall state the reasons for the resignation and be submitted to the Department <br /> Head and designated Assistant City Manager at least two (2) weeks prior to the effective <br /> date of the resignation. <br /> A statement as to the resigned employee's performance shall be forwarded to the <br /> designated Assistant City Manager by the Department Head. <br /> 25.2 Reinstatement <br /> With the approval of the designated Assistant City Manager, a permanent or probationary <br /> employee who has resigned in good standing may be reinstated within two (2) years, of <br /> the effective date of resignation, to a vacant position in the same or comparable class. <br /> Upon reinstatement, the employee, for all purposes, shall be considered as though he/she <br /> received a new appointment. <br /> -33 - <br />
