sufficient reserves, in a replacement fund for the long-term replacement of plantings, <br /> irrigation systems, fencing, and other District improvements. <br /> With the assessment of one City-owned parcel, the City will pay $465.75. <br /> Due to the ever-increasing cost of water and maintenance services, the cash reserve for <br /> the District has slowly diminished over time. City staff continues to work closely with the <br /> maintenance contractor in order to reduce water use and to increase the efficiency of <br /> landscape maintenance operations. Specifically, a 20% reduction in water consumption <br /> has been set as the goal for 2013, with a further 10% reduction in 2014. Despite these <br /> cost-saving measures, it is likely that an increase in the annual assessment will be <br /> necessary in the future in order to maintain the maintenance standards of the District. <br /> Lighting and Landscape District 1995-1, Moller Ranch <br /> The Moller Ranch subdivision (L & L District 1995-1) has been in place for eighteen (18) <br /> years. Maintenance in this District includes open space areas, entry features, <br /> firebreaks, trees, shrubbery, groundcover and irrigation systems. <br /> The assessments for the coming year for District 1995-1 (Moller Ranch) will remain at <br /> $570.06 per parcel per year. With a total of 101 parcels in the district (including the <br /> City-owned Moller Ranch water tank parcel and a staging area for Pleasanton Ridge), <br /> this year's total assessment will be $57,557. This amount will be sufficient to fund the <br /> maintenance of all common areas including water and electrical costs, County <br /> assessment fees, City administration fees and sets aside sufficient reserves in a <br /> replacement fund for the long-term replacement of plantings, irrigation systems, fencing, <br /> masonry walls, signage and other District improvements. <br /> Although a cash surplus of approximately $110,000 exists for this District, staff does not <br /> recommend reducing the current assessment, as the District contains a number of <br /> improvements for which long-term replacement must be considered. These <br /> improvements consist of rock veneer entry walls (260 lineal feet), a masonry wall along <br /> Moller Ranch Drive (1200 lineal feet), an extensive irrigation system, decorative street <br /> lighting at the project entrance and other features. <br /> With the assessment of two City-owned parcels, the City will pay $1,121.06 ($560.53 <br /> each). <br /> PUBLIC COMMENT <br /> Staff provides general information to residents within the Lighting and Landscape <br /> Districts as a part of the public notice for confirmation of the Engineer's Report. This <br /> annual notice provides the name and phone number of a staff contact person should <br /> questions arise. City staff maintains an open dialogue with individual property owners <br /> and various representatives of the Districts. Over the past year, staff has met with <br /> various property owners in each of the Lighting and Landscape Districts, as well as their <br /> respective Homeowners' Associations, to explain the nature of the Landscape and <br /> Lighting Districts and to receive requests and suggestions for improved maintenance. <br /> Page 6 of 7 <br />
