Public Hearing: Consider an application for a Planned Unit Development Major Modification and Development Plan (PUD-85-08-1D-4M) to construct 305 apartments units, two retail buildings totaling 7,520 sq. ft., new surface parking and a parking garage to serve the existing office uses at the California Center property located at 4400-4460 Rosewood Drive; an Affordable Housing Agreement; a Growth Management Agreement; and a Development Agreement Mr. Dolan introduced the item, stating that the Council is being asked to consider a proposal for a multi- family higher density residential and retail project at the California Center site. This particular site was one of the highest rated multi-family sites as the City reviewed its inventory of sites during the recent Housing Element update. Senior Planner Steve Otto presented the staff report via PowerPoint, stating that Pleasant Partners submitted applicants for a PUD Major Modification and Development Plan to construct an apartment and retail project including a replacement office parking garage at the California Center site. The proposal includes three related land use entitlements, an Affordable Housing Agreement, Growth Management Agreement and a Development Agreement. He described the 60.9 acre site, which was developed for AT&T 25 years ago and includes 6 multistory office buildings ranging from 3 to 6 stories, a cafeteria building and conference center. In total, the site contains a little over 1 million developed square feet and 3,900 parking spaces fronted by Rosewood Drive, Owens Drive, and Tassajara Creek. The 8.4 acre lower portion of the site was rezoned for high density housing in January 2012 and in September 2012, the Council adopted the development standards and design guidelines to guide development on the site. The project includes 305 apartment units spread throughout 5 buildings, with a density of 36.3 dwelling units per acre. 4 of the proposed buildings are 3 stories with a maximum height of 37.5 feet and 1 building is 4.5 stories with a maximum height of 53.5 feet. The proposal also calls for 2 retail buildings 26'8" in height and totaling 7,520 square feet. The project would remove 1,242 surface parking spaces to be replaced with a 941 space 5 level parking garage and 518 surface parking spaces. The project incorporates a variety of open space including a pool, seating areas, tot lot, bocce ball court, and lawn areas. A podium building would also include a central open space area with outdoor kitchen, pavilion and seating areas as well as plaza areas. All uses on the site, including office uses, would be connected via pathways. There would also be 3 community leasing buildings and two connections to the future Tassajara Creek Trail.
