He also noted that while grant <br /> funds are scarce in this economy, staff recently finished negotiations with PG&E to secure a $1 million <br /> zero interest loan to upgrade City facilities and acquired a California Energy Commission loan of $2.9 <br /> million at 1% interest for installation of LED streetlights. <br /> Mr. Smith recommended that staff monitor the nature and progress of the JPA and retain the option to <br /> join at a later date if it becomes a more successful effort. <br /> Vice-Mayor Cook-Kallio said it is easy to assume that combining resources yields a greater product, <br /> but that it could also be counterproductive if Pleasanton is only be used to leverage its expertise in an <br /> area where it seems to be ahead of the curve. <br /> Mr. Smith said Pleasanton has been very successful in its efforts, as have other cities, but has likely <br /> moved to the head of the pack thanks to its relationship with PG&E and local businesses. <br /> Mr. Bocian stated that staff recommends the Council adopt the attached resolution stating that <br /> Pleasanton will not join the JPA at this time but will continue to monitor its progress and, if appropriate, <br /> join in the future. <br /> Councilmember Pentin said his impression, as a member of the Stopwaste.org board, is that the board <br /> expects a number of cities to take this same direction. <br /> Mayor Thorne asked which cities have joined thus far. <br /> Mr. Bocian said the cities of Albany, Berkeley, Fremont, Emeryville, Hayward, and Oakland. <br /> Vice-Mayor Cook-Kallio asked and staff explained that there is no monetary commitment in joining the <br /> JPA. She asked how Stopwaste.org is funded. <br /> Mr. Bocian said they are likely utilizing existing revenue sources. <br /> Vice-Mayor Cook-Kallio asked if the JPA would create an increase in staff for Stopwaste.org. <br /> Councilmember Pentin said the question has come up at board discussions. Stopwaste.org anticipates <br /> utilizing in house staff for now, which leads to the question of what efforts staff will abandon in order to <br /> accommodate the additional work. <br /> Vice-Mayor Cook-Kallio asked whether it is likely the JPA will exert a certain amount of influence over <br /> non-member cities. <br /> Mr. Bocian said it would be difficult to answer, though the possibility does exist. <br /> Mayor Thorne opened the public hearing and, seeing no speakers, closed the public hearing. <br /> Mayor Thorne said he would support the staff recommendation to step back and see how this plays <br /> out before jumping in, but that he did very much like the idea of joining forces locally within the Tri- <br /> Valley. <br /> MOTION: It was m/s by Pentin/Brown to waive full reading and adopt Resolution No. 13-603 indicating <br /> that the city will not be joining in the participation in Alameda County Waste Management Authority's <br /> proposed Joint Exercise Powers Agreement for the Energy Council.
