AP-60 Public Housing <br /> Introduction <br /> The City currently administers two below-market rent senior housing projects: 1) Ridge View Commons <br /> (200 units; owned by a private non-profit affiliated with Eden Housing),and 2) Kottinger Place(50 units <br /> of HUD-subsidized Public Housing; owned by the Pleasanton Housing Authority). Kottinger Place is the <br /> only property owned by the Pleasanton Housing Authority, and the PHA does not have a Section 8 <br /> program (all Section 8 assistance in Pleasanton is administered by the Housing Authority of the County <br /> of Alameda). <br /> Actions planned during the next year to address the needs to public housing <br /> As part of an on-going program,the City has allocated CDBG and City Lower Income Housing Funds for <br /> several years to make facility improvements at Kottinger Place,which is almost 40 years old. Past <br /> improvement projects include reroofing, repainting, installation of new doors,and landscape <br /> rehabilitation to decrease maintenance costs. This program will continue in FY 2012 with an emphasis <br /> on interior and exterior rehabilitation improvements, including a major project to replace old single- <br /> pane windows with new, energy-efficient dual pane windows. A$260,000 federal CIAP grant was <br /> awarded to the project in 1996 and construction was recently completed on modernization <br /> improvements at Kottinger Place. The complex now receives an annual allocation of Capital Funds from <br /> HUD(approximately$50,000 per year)which is enabling improvements to the physical aspects of the <br /> project. In 2006,the complex began receiving HUD Operating Subsidy funds of approximately$90,000 <br /> which has greatly improved the operational aspects of the project. <br /> The Housing Authority is currently collaborating with the City of Pleasanton and with the Pleasanton <br /> Gardens Board of Directors on a potential project to redevelopment Kottinger Place to create a new, <br /> larger housing complex for extremely low income seniors. This action is discussed in greater detail <br /> below. <br /> Actions to encourage public housing residents to become more involved in management and <br /> participate in homeownership <br /> No resident initiatives are deemed necessary in the five-year period. However,the City continues to <br /> work with the Pleasanton Housing Authority on the preparation of annual Housing Authority Agency <br /> Plan update required by HUD.The City will continue to coordinate with the Housing Authority during the <br /> coming five-year period. <br /> The single property owned by the Housing Authority, Kottinger Place(50 units), has traditionally served <br /> as housing for extremely low income elderly persons.Therefore, no homeownership strategies have <br /> Annual Action Plan 30 <br /> 2013 <br /> OMB Control No:2506-0117(exp.07/31/2015) <br />
