• Approach to Project Selection <br /> • As dollars become available to implement the Comprehensive Long Range Facilities Master <br /> Plan recommendation, the District will evaluate future projects, and future project scope budgets, on a <br /> case by case basis. <br /> • Projects will be brought forward to the Board of Trustees for review, discussion, and approval <br /> prior to implementing projects into construction. <br /> • Level 1 Scope — Mr. Newsom highlighted all three levels in detail — this Level would be <br /> completed within 1-2 years <br /> • Level 2 Scope —this scope of work would be completed in 2-5 years. <br /> • Level 3 Scope <br /> • An additional scope level (Maintenance, Safety and Building Shell Integrity) will be presented at <br /> the PUSD Board meeting tomorrow, January 29, 2013. <br /> Mr. Newsom highlighted the next steps: <br /> • The FMP provides a road map to guide improvement of PUSD facilities infrastructure. <br /> • Needs Outlined in the FMP are greater than potential available funding. <br /> • Evaluate funding mechanisms to address the facilities improvement needs. <br /> • Prioritize and or refinement of projects scopes as funds become available. <br /> • Update the master plan assumptions as conditions in the district evolve. <br /> • Board approval pending at the January 29, 2013 board meeting. <br /> Questions/Answers from City Council/Board of Trustees/Staff: <br /> Public Comment: <br /> Mr. Peter McDonald, 400 Main Street, stated he has been following the Facilities Master Plan on behalf <br /> of BRE and it wasn't on the website, nor had the agenda been posted. He hasn't seen the final copy of <br /> the FMP. There was a workshop that was held on November 27, 2012, however, public comment <br /> wasn't allowed at that meeting. He urged the board not to adopt the FMP just yet until everyone has <br /> had an opportunity to comment and review it. <br /> Superintendent Ahmadi stated, "The agenda for the January 29, 2013 meeting has been posted since <br /> last week and we're currently using Agenda Online. There was a three-hour workshop on November <br /> 27, 2012, where there was an opportunity for the public to comment on the item. If anyone needs help <br /> finding the agenda or the FMP, we would be happy to assist them after the meeting." <br /> Councilmember Pentin asked for clarification if the overall cost analysis for the FMP was currently <br /> $500M, what was the cost of the last FMP in the last ten years and what was accomplished during that <br /> time. <br /> Ms. Cazares noted in the narrative on page two, there was a link which would take you to the FMP, <br /> which gave the $500M dollar figure. She shared the FMP plan has been on the district's website for a <br /> number of weeks and left the draft version posted so anyone could compare the changes. <br /> Ms. Cazares expressed that the last FMP was more likely done a generation ago and the ten-year <br /> reference was mostly for a high school master plan only. The full FMP years ago was for $69M, which <br /> was paid through a GO Bond and was floated by the voters. The District acquired an additional $10M <br /> from the State in addition to the GO Bond. <br /> Mr. Pentin shared his thoughts and how the community will focus on "their school" and asked for <br /> clarification on what we are promising the community through this FMP in the next ten years. <br /> Superintendent Ahmadi expressed with this FMP our long term plan; however it all depends on the <br /> availability of funds, and what's urgent. <br /> Joint City Council and <br /> PUSD Board Minutes Page 6 of 11 January 28, 2013 <br />
