Minutes <br /> January 28, 2013 <br /> Joint Meeting of the <br /> Pleasanton City Council and the <br /> Pleasanton Unified School District Board of Trustees <br /> 1 CALL TO ORDER <br /> The meeting was called to order by Mayor Jerry Thorne at 7:00 p.m. He asked Board President Jeff <br /> Bowser to lead the Board and audience in the Pledge of Allegiance. <br /> 2. ROLL CALL <br /> Present were Mayor Jerry Thorne, Councilmembers Karla Brown and Jerry Pentin; Board President <br /> Jeff Bowser, Board Vice President Valerie Arkin; Board Members Chris Grant, Jamie Hintzke and Joan <br /> Laursen, Superintendent Parvin Ahmadi and City Manager Nelson Fialho. Vice-Mayor Cheryl Cook- <br /> Kallio was absent. <br /> 3. PUBLIC COMMENT <br /> Kelly French informed everyone about the 1st Annual Pleasanton Run for Education presented by <br /> ClubSport Pleasanton to benefit PPIE on April 14, 2013. She acknowledged all of the current sponsors. <br /> Information can be found on Facebook and their website is www.PPlErun.com. '100% of the proceeds <br /> will benefit PUSD functions through PPIE. She noted all PUSD employees would receive a 50% <br /> discount for a 5K or half-marathon registration and thanked everyone for their support. There's a <br /> registration discount before April 1, 2013. <br /> 4. UPCOMING HOUSE ELEMENT UPDATE AND POTENTIAL FUTURE RESIDENTIAL <br /> DEVELOPMENT <br /> City Manager Nelson Fialho introduced the item and thanked the district for hosting the meeting. He <br /> noted the item was updating everyone on the Housing Element process, which recently concluded and <br /> the future residential development. He shared that in accordance with State Planing and Zoning law <br /> which requires each city and county to address its share of the regional housing need (RHNA), and <br /> consistent with the Settlement Agreement entered into for the Urban Habitat litigation, the City adopted <br /> a new General Plan Housing Element in February 2012. He noted the cycle and the draft Regional <br /> Housing Needs Allocation for 2014-2022. Part of this work included rezoning of nine sites totaling 73 <br /> acres to allow multifamily residential development. If developed at the minimum densities specified, <br /> these nine sites could result in approximately 2,300 additional multifamily units. This action following <br /> the adoption of the Hacienda TOD Standards and Design Guidelines and rezoning of three sites near <br /> the Pleasanton/Dublin BART station in March 2011, and the approval of the 350 unit Windstar project at <br /> the West Pleasanton/Dublin BART station in 2009. As of January 2013 the City has approved projects <br /> on two of the Hacienda TOD sites, and is reviewing applications for development on four additional <br /> sites. <br /> Mr. Brian Dolan, Director of Community Development highlighted the following areas: <br /> Approved projects were: <br /> • Windstar— 350 units <br /> • BRE (Site 10) 255 units <br /> • BRE (Site 11) 251 units <br />
