Finance <br /> 5. Accepted the Monthly Disbursements and Investment Report for February 2013 <br /> MOTION: It was m/s by Brown/Pentin to approve Consent Calendar as submitted. Motion passed by <br /> the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: One Vacancy <br /> MEETING OPEN TO THE PUBLIC <br /> 6. Presentation of a Proclamation recognizing Axis April Fools 5K Day <br /> Councilmember Pentin introduced Penny Woods and Kitty Harvey, who serve on the Board of Directors <br /> of Axis Community Health Foundation and presented them with the proclamation. <br /> Ms. Woods announced that Axis would host its April Fools themed 5K Walk and Run, which supports <br /> primary healthcare at Axis Community Health, on April 7th in Hacienda Business Park. She reported <br /> that Axis serves over 14,000 Tri-Valley patients each year and continues to grow. She thanked the <br /> cities of Dublin, Pleasanton and Livermore for their support. <br /> 7. Presentation of a Proclamation recognizing April as Month of the Young Child <br /> Councilmember Pentin introduced Cindy Marion, Vice President of Friends of Gingerbread Preschool, <br /> and her daughter, Amy Shannon and her daughter, and Carrie Roca and her two daughters. He <br /> presented them with the proclamation. <br /> Ms. Marion also introduced those representing Friends of Gingerbread Preschool and thanked the City <br /> for its proclamation She stated that the month of April is an annual celebration of early childhood and a <br /> tribute to all those in the community who help to teach and support young children. To commemorate <br /> the celebration, Friends of Gingerbread will host its annual fundraising raffle that culminates in a social <br /> held at the school on the afternoon of Friday April 12th. The school will also participate in a special food <br /> drive for Tri-Valley Haven in which parents bid on their children's artwork with canned food and other <br /> nonperishable items. <br /> 8. Public Comment <br /> Congressman Eric Swalwell provided an update on his first 100 days in Congress, which included a <br /> visit from the Tri-Valley Mayors. As discussed with the Mayors, the Community Access Preservation <br /> Act remains a high priority. He said he has started the initiative for a mobile congress, using technology <br /> to make his office more accessible. He reported that members of Congress recently communicated with <br /> local jurisdictions during a meeting via Skype for the first time in Congressional history. He cited local <br /> economic development, promoting clean energy policies and comprehensive immigration reform as his <br /> top 3 priorities on the legislative agenda. Last month he introduced his first bill, the Main Street Revival <br /> Act, which proposes that new businesses within economically depressed areas (as defined by the <br /> Small Business Administration) have an opportunity to defer their share of payroll taxes in year 1 and <br /> pay them back over the second, third and fourth years in business. He also introduced the Critical <br /> Energy Elements Bill, which encourages research and development into harnessing U.S. sources of the <br /> 17 rare earth elements so critical in today's manufacturing processes. He also reported serving on the <br /> Committee on Science and Technology and its Energy Subcommittee. <br /> Councilmember Brown asked if he could comment on concerns over the retention of local control. <br /> City Council Minutes Page 2 of 11 April 2, 2013 <br />
