MINUTES <br /> CITY OF PLEASANTON <br /> REGULAR CITY COUNCIL MEETING <br /> April 16, 2013 <br /> CALL TO ORDER <br /> Mayor Thorne called the regular meeting to order at the hour of 7:00 p.m. Councilmember Cook-Kallio <br /> lead the Pledge of Allegiance and provided introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Cook-Kallio, Pentin, Mayor Thorne <br /> Absent: One Vacancy <br /> CLOSED SESSION REPORT <br /> Assistant City Attorney Harryman reported that the Council met with labor negotiators and provided <br /> direction regarding the first item, and met with legal counsel and provided direction regarding the <br /> second item. <br /> AGENDA AMENDMENTS <br /> Mayor Thorne stated that Item 9 would be pulled from the Consent Calendar and heard as Item 22 <br /> under Public Hearings and other matters. <br /> CONSENT CALENDAR <br /> City Attorney <br /> 1. Public Hearing: Introduced and waived first reading of an Omnibus Ordinance No. 2065 <br /> amending various sections of the Municipal Code: §1.12.020 (Infractions) to make punishable <br /> violations of the prohibition on expanded Polystyrene Foodservice Ware; §1.20.030 (Filing of <br /> Verified Campaign Statements) to provide for all Electronic Filing; Chapter 2.29 (Youth <br /> Commission) to modify membership so not linked to specific school and change meetings to <br /> school year instead of calendar year; Chapter 5.08 (License Applications, Renewals and <br /> Conditions) regarding statements and posting; §13.08.020 (Definitions) to reflect changed <br /> department name; §13.08.090 (Sale of Goods — Exhibitions) to prohibit private lessons or classes <br /> for compensation in public parks unless approved by the City; §13.08.150 (Motor Driven Cycles <br /> and Model Vehicles and Planes) to clarify that motorized bicycles and mopeds are prohibited in <br /> City parks and that the Chief of Police can make determinations when the Vehicle Code definition <br /> is not clear; §18.116.040 (Temporary Outdoor Uses) and §18.124.170 (Temporary Use Permit) to <br /> codify existing City practices; §18.124.130 (Suspension and Revocation) to modify process for <br /> compliance with legal precedent; and add a new Section 19.40.060 (Supplemental Size and <br /> Reimbursement) to codify current practice where City can require a developer to build facilities <br /> with supplemental capacity and receive reimbursement; and waived full reading and adopted <br /> Resolution No. 13-604 to set forth existing fines for violations of the Municipal Code as provided <br /> in Section 1.12.020 <br /> 2. Ratified the City Manager's action of March 31, 2013 to sign the Third Amendment to Agreement <br /> providing for a one month extension of rent stabilization of mobilehome space rents for the <br /> Hacienda Mobilehome Park <br />
