ATTACHMENT 1 —page 3 <br /> In Process... <br /> Program 16.1: Monitor the results of the Inclusionary Zoning Ordinance annually to determine if <br /> developers are primarily building new housing units affordable to low-and very-low-income households <br /> instead of paying in-lieu fees for new developments. If it is determined by the City Counc I, upon <br /> recommendation by the Housing Commission, that the Inclusionary Zoning Ordinance is not producing <br /> sufficient housing affordable to low-and very-low-income households, consider modifying the <br /> Ordinance so that it can better achieve that objective.As part of the inclusionary ordinance review, <br /> conduct meetings with developers to identify specific changes that may be considered by the City. <br /> In Process... <br /> Program 16.2: Review the City's Inclusionary Zoning Ordinance and amend if required: <br /> • for consistency with the Housing Element and other City affordable housing programs; <br /> • to identify incentives for non-profit housing developers and other housing developers to <br /> construct projects including three bedroom units for large households; <br /> • to determine if it is appropriate to increase the percentage of affordability to support housing <br /> affordable to low-and very-low-income households; <br /> • to be consistent with recent court decisions regarding rental housing; <br /> • as a potential constraint to housing <br /> Suggested edits <br /> Program 17.3: Use the Lower-Income Housing Fund to help build housing affordable to low-and very- <br /> low-income households on City-owned land, land dedicated in lieu of payments to the UHF,and to assist <br /> construction of nonprofit low,very low, and extremely low income housing on land zoned NHDRMI to <br /> accommodate Pleasanton's RHNA. <br /> Goal 14:Provide adequate locations for housing of all types and in sufficient quantities to meet <br /> Pleasanton's housing needs. <br /> Suggested policies for Goal I4 <br /> Policy a:Ensure that land zoned 30+units/acre is zoned NHDRMI and at least 40%of their residential <br /> units are affordable to low,very low,and extremely low Income households. <br /> Policy b:Prohibit 100%for-profit housing development on land zoned at 30+units/acre. <br />
