Box:1781, Pleasanton CA 94566 <br /> April 8,2013 <br /> Pleasanton Housing Commission <br /> City of Pleasanton <br /> Pleasanton CA 94566 <br /> Re: Workshop Comments <br /> Dear Chairman Casey and Housing Commissioners, <br /> Below please find our preliminary comments on the discussion topics outlined in the workshop staff report We are <br /> very interested in receiving comments on these ideas.Not only from the Commission and staff,but also from other <br /> stakeholders who have an interest in the development of properties which the City has rezoned in order to fulfill <br /> Pleasanton's RHNA obligations. <br /> As part of this workshop staff intends to discuss the following: <br /> •A summary of legal environment related to affordable housing In rental development. <br /> (Attachment 1) <br /> •A review of the City's Inclusionary Zoning Ordinance.(Attachment 2) <br /> COMMENTS <br /> City 1ZO positives: <br /> • The IZO has proved more effective for producing affordable units than the previous practice of <br /> collecting a Lower Income Housing Fee that was inadequate to facilitate construction of the <br /> number of affordable units identified in RHNA,or meeting housing needs identified by <br /> Pleasanton residents and businesses. <br /> • Inclusion of affordable units within market rate development generally required rio assistance <br /> from the City other than waiving UHF payments. <br /> • Recording an agreement that runs with the land for housing development to provide a set <br /> amount of affordability"in perpetuity"allows Pleasanton to add to affordable housing stock as <br /> the City grows. <br /> • Affordable units cost less to produce in projects that don't pay prevailing wage far construction. <br /> • "Section 17.44.080. Alternatives to Constructing Inclusionary Units On-Site"provides <br /> flexibility.Off-site construction and land dedication alternatives are consistent with <br /> accommodating for-profit/nonprofit housing partnerships. <br />
