In regards to communal kitchens, that issue is sufficiently addressed in the California <br /> Government Code, Title 25, Chapter 1, Subchapter 3, Employee Housing which mandates <br /> requirements to provide cooking facilities in group quarters, as follows: <br /> § 736. Community Kitchens <br /> (a) Where occupants are permitted or required to cook for themselves, other than in a dwelling unit, <br /> mobilehome, or recreational vehicle with a separate kitchen, a separate room shall be maintained and e< <br /> for use as a community kitchen. <br /> California law preempts all local laws related to farm worker housing requirements, therefore I feel <br /> comfortable that your concern about communal kitchens are fully addressed in the aforementioned <br /> state law. <br /> 2. In regards to addressing standards for not commingling single males with families or small <br /> children, staff will be adding a section to the proposed ordinance requiring that a safety <br /> management plan be submitted to the City. As you recall, this was the same approach <br /> taken with the Shelter Ordinance adopted by the City Council in February. <br /> Hope this helps.
