In fact, nothing was done between November 2008 and November 2009. Now it
appears that the city staff, four and a half years after the voters adopted Measure PP, is attempting to
nullify Measure PPs' original intent as well as place far more density on hillside sites than the original
July 17, 2008 analysis of hillside sites Staff Report completed by city staff.
Staff Analysis of Impacts of Measure PP
On June 17, 2008, the city manager and planning director Dolan signed an official city staff report on
the impact of Measure PP. It included at which the attached Dwelling Unit reductions due to
Measure PP. I have attached that Table in Attachment A.
In this analysis, Lund Ranch II could contain at most 10 housing units. If the roadway is built from
Sunset Creek which has a substantial drop down through the property and exceeds 25% slope, only
10 units can be built on Lund Ranch II. The city must stand by its analysis. If the city council
determines the staff analysis was false and misleading, it needs to take disciplinary action against the
preparers of this city report.
Given that this was an officially published staff report, it is quite possible that the city will be subject to
legal action if it allows more Dwelling Units on Lund Ranch II than was published in this report.
1
