II. COMMUNITY GRANT (CG) PROGRAM <br /> BACKGROUND <br /> As noted earlier, the City streamlined its annual grant process three years ago to <br /> combine funding from CDBG, HOME, Lower Income Housing Funds, and City Grant <br /> General Funds into a single Housing and Human Services Grant (HHSG) program. The <br /> arts/culture and youth components of the former City Grant program were recombined <br /> to form the new "Community Grant" (CG) program. For FY 2013-14, $40,416.06 is <br /> available for arts/culture projects and $70,120.12 is available for youth projects for a <br /> total allocation amount of $110,536.19. This includes a new annual allocation of <br /> $80,000 plus $416.07 in the arts/culture category carried over from FY 2011-12 and <br /> $30,120.12 in the youth category carried over from FY 2011-12 and FY 2012-13. CG <br /> grant awards are typically limited to a maximum of $7,500. <br /> DISCUSSION <br /> Information on the CG program was provided at two regional pre-application <br /> informational workshops held on December 4 and 6, 2012, in Pleasanton and Livermore <br /> which also discussed information about Pleasanton's HHSG program and similar grant <br /> programs offered by the cities of Livermore and Dublin. In response, twelve (12) <br /> applications were received in the arts/culture category with a total aggregate request of <br /> $75,438 and fifteen applications were received in the youth category with a total <br /> aggregate request of $117,750. The 27 CG applications received are listed in Table B <br /> of Attachment 1. <br /> Arts/culture applications were reviewed by the Civic Arts Commission at its meeting of <br /> March 4, and its minutes are included as Attachment 4. Youth applications were <br /> reviewed by the Youth Commission at its meeting of March 13, and its minutes are <br /> included as Attachment 5. At each meeting, specific agency representatives made a <br /> presentation and addressed Commission questions. All agencies attended their <br /> designated Commission meeting, with the exception of Pacific Chamber Symphony. <br /> After reviewing all applications and presentations, the commissions discussed the <br /> merits of each project and determined funding levels for 20 of the 27 applications. The <br /> results of this process, including project summaries and recommendations for each <br /> project, are detailed in Table B of Attachment 1. <br /> Of special note is the fact that the Youth Commission is requesting that the City Council <br /> consider funding the Bernal Property Community Farm — Site Design predevelopment at <br /> $27,007 which exceeds the current Community Grant maximum funding limit of $7,500. <br /> The Council may recall that last year it approved $24,463 for this project. However, the <br /> Abbie 4-H was unable to meet the contract requirements and the funding has been <br /> withdrawn. For FY 2013-14, Abbie 4-H has partnered with Rotary Club of Pleasanton <br /> which will be administering the grant on behalf of Abbie 4-H and is confident the work <br /> will be completed. The total recommended funding for the project is $27,007, and the <br /> additional amount of$4,943 will be contributed from the Rotary Club of Pleasanton. <br /> Page 8 of 20 <br />
