Source FY2012/13 FY2013/14 Notes
Funding Funding
HOME $200,000 $100,000 This is an estimate based on the level of supplementation from the
HOME program in recent years. The City also has about$200,000 in
unallocated HOME funds from prior fiscal years; however, the City's
Housing Commission has expressed an interest in developing a
sufficient pool to provide a meaningful amount of funding to a single
housing project in the near future.
LIHF $107,000 $115,000 Increased from prior year to meet increased project requests.
Total $659,187 $580,400
A summary of the applications received by the January 28 deadline is included in
Attachment 1, Table A (the list also includes the annual payment on the Section 108
loan that was obtained in 2002 to acquire and rehabilitate the former Family Crisis
Shelter now known as Sojourner House). The original applications were received and
reviewed by the Human Services Commission and the Housing Commission at their
March meetings based on the criteria included in the HHSG guidelines.
Analysis of HHSG Applications
Table A in Attachment 1 provides a summary of Commission and staff
recommendations for consideration in allocating HHSG funds for the FY2013 grant
funding cycle. The applications received are categorized by type (and requested
funding amount) as shown below:
Summary of HHSG Grant Applications by Type
Category $$Requested
Capital/Rehab $333,408(45%)
Public Services $268,026(37%)
Housing Services $133,925(18%)
Total: $735,359
As in prior years, staff is pleased with the quality of applications received and the extent
to which they demonstrate the broad scope of services provided to the community.
The review process followed by the Housing Commission (HC) and Human Services
Commission (HSC) was generally similar to last year. As begun last year, the HSC
utilized a computer software program as an additional means of rating and evaluating
grants. In addition, the HSC evaluated projects against the funding priorities it adopted
in November 2012:
• Projects that prioritize the "core services" identified in the recently adopted "2011
Human Services Needs Assessment" (dental care, primary health care, mental
health, food/nutrition, and housing activities)
• Innovative proposals that demonstrate service coordination and collaboration
Page 3 of 20
