Approval of Federal HOME Funds and City Lower Income Housing Funds Related to the <br /> Housing and Human Services Grant (HHSG) Program for Fiscal Year 2013-14 <br /> Mr. Erickson provided information regarding the implementation of the Housing and Human <br /> Services Grant (HHSG) program beginning with Fiscal Year 2010. He advised that HHSG <br /> applications for FY2013 were solicited in December 2012 through January 2013. Twenty-five <br /> (25)applications were received, the majority being reviewed by the Human Services <br /> Commission at its meeting of March 6. Six (6)applications have been identified for funding <br /> through federal HOME and City Lower Income Housing Fund (LIHF) source; and are being <br /> submitted for review by the Housing Commission at this meeting. Funding recommendations <br /> from both commissions will be forwarded for review and final action by City Council on April 16. <br /> The Commission was advised by Mr. Erickson that the estimated funding available for FY2013 <br /> from the four funding sources was approximately$565,000. They were alsc informed that a 5% <br /> decrease in federal funding sources (CDBG and HOME) is expected relative to the recent <br /> sequestration. <br /> Commissioner Prober(discussed with Mr. Erickson the methodology used for the funding <br /> recommendations made by staff. He also questioned whether recommendations should be <br /> comparable to past funding. Mr. Bocian provided information about how Lower Income Housing <br /> Funds could be used. <br /> Commissioners discussed the requirement for individual commissioners to recuse themselves <br /> from voting on recommendations regarding agencies with which they are affiliated. <br /> Chairperson Casey opened the meeting for agency presentations at 7:40 p.m. <br /> Abodes Services (TVHSP Case Management Services) — Penny Andersen -- provided <br /> information about the Housing Scholarship Program and the tenant-based rental assistance it <br /> provides to Pleasanton residents who are participating in education or job training programs. <br /> During the current year the program has served six households, which is the target number for <br /> the program. Ms. Andersen noted that increasing rents are posing a challenge because the <br /> program must generally limit its subsidies to the fair market rent levels established for the area. <br /> Page - 1 - <br />
