DRAFT <br /> With respect to Condition No. 71 regarding sub-metering each retail tenant space for <br /> sewer billing purposes, Commissioner Posson inquired if this has to do with the water <br /> supply. <br /> Mr. Regonini replied that was correct. <br /> Commissioner Posson stated that the reason he is raising this question is because the <br /> water supply is getting tight in town and will get even tighter, and he is wondering what <br /> incentive retail tenants would have to conserve water if they were not paying for it or <br /> there was no method of measuring their usage. <br /> Mr. Regonini replied that a sub-meter system does allow for billing and payment. He <br /> indicated that they have not yet worked out with the Zone 7 Water District what the <br /> exact distribution to each of those individual retail spaces would look like. He noted <br /> that, clearly, their preference would be to look at a restaurant or some type of food <br /> users having their own separate water connection because they are the heaviest of the <br /> water users and they are the ones that generate sewer that needs to be charged at a <br /> higher rate. He added that they would typically want to be able to break: those out and <br /> have them account for their own use. <br /> Commissioner Posson inquired what incentives residential tenants would have to <br /> conserve water. <br /> Mr. Regonini replied that the standard today in most apartment communities is to have <br /> sub-meters and be billed through the apartment management for the actual water that <br /> they use. He added that these sub-meters tend to be wireless that are read once a <br /> month and billed back through to the tenants. <br /> Commissioner Posson asked Mr. Regonini if it would be acceptable to them if they were <br /> required to install sub-meters for residential tenants. <br /> Mr. Regonini said yes. He added that that is an industry standard right now. <br /> Commissioner Posson noted that Conditions Nos. 55 and 100 talk about the gray water <br /> system and asked staff if the intent is to tie-in to the reclaimed water system. <br /> Mr. Dolan replied that those conditions stem from the City's checklist from the Climate <br /> Action Plan implementation. He noted that these are new conditions and that staff <br /> envisioned it as something that is on-site, recycling water in some way. He indicated <br /> that the City has not had any practice with this, so staff is still feeling its way through <br /> this. He stated that it may be a long way off before hooking up to the City's system may <br /> take place; however, he is willing to have that dialogue if he can determine that the City <br /> will get it there within a shorter timeframe, which would be acceptable to meet that <br /> implementation requirement. <br /> DRAFT EXCERPT: PLANNING COMMISSION MINUTES, 3/27/2013 Page 11 of 22 <br />
