That is not the case. Planning staff is using he
definition of'structure' that is within Vallejo Municipal Code which states: " "Structure"means a
walled and roofed building that is principally above ground; this includes a gas or liquid s!orage tank or a
manufactured home. "
The city of Pleasanton's definition of structure is much different that the Vallejo definition of
structure. Structures according to Pleasanton Municipal Code include roads, streets and highways.
Background:
I was part of the citizens' team that authored Measure PP. On August 22, 2007, the Measure PP
section regarding structures and grading was drafted and sent via email at 2:31 PM to some of the
citizen's team that wrote and circulated Measure PP. I have heard from others that staff has
indicated that they've met with the author of that section to discuss the meaning of that section.
That is not correct. I drafted that particular section, am the author of the draft of those sentences
in Measure PP, and staff has never contacted me to discuss it.
The section is: Ridgelines and hillsides shall be protected. Housing units and structures shall not
be placed on slopes of 25 percent or greater, or within 100 vertical feet of a ridgeline. No grading
to construct residential or commercial structures shall occur on hillside slopes 25% or greater, or
within 100 vertical feet of a ridgeline.
Use of"Structures" in Measure PP Consistent with Measure F Written By City Staff
The original version of August 22, 2007 said "Structures shall not be placed on slopes exceeding 25
percent" but this was changed to "Housing units and structures" for the final version circulated to
clearly delineate that housing units as well as structures (which includes roads and public streets)
shall not be placed on slopes exceeding 25%. In addition, "structures" is consistent with the
t
